SECI of India Seeks to Lease 20 Acres of Agricultural Land for Two 5 MW Agrivoltaic Projects

en.Wedoany.com Reported - On September 9, the Solar Energy Corporation of India (SECI) issued a request for proposals for land leasing, seeking at least 10 acres of agricultural land for each of two 5 MW agrivoltaic photovoltaic projects in the National Capital Territory of Delhi, totaling approximately 20 acres. The two parcels are located in Issapur village and Dhansa village in the Najafgarh area of southwestern Delhi. The lease term is 27 years, extendable upon mutual agreement. The land will be used for the construction of agrivoltaic power stations as well as associated transmission and auxiliary facilities.

The tender document specifies that each 5 MW agrivoltaic project must be allocated at least 10 acres of land. Candidate land should be suitable for dual use for photovoltaic power generation and agricultural cultivation, with flat or gently sloping terrain, free of waterlogging issues, and free of legal disputes, mortgages, or land acquisition notices. The land must also have road access and be close to 11 kV or above distribution or transmission infrastructure. In principle, the two candidate sites should each be located within approximately 1 kilometer of the reference coordinates for Issapur and Dhansa provided by SECI.

This procurement is for long-term land lease rights, not an EPC or project developer tender for the two 5 MW photovoltaic power stations. SECI requires bidders to submit complete land ownership and revenue records, and to specify plot numbers, areas, boundaries, and distances from the reference coordinates. After winning the bid, the land legal due diligence documents must be submitted within 15 days after the base date, and the 100% land lease agreement must be signed within 1 month after the base date. Consortiums or joint ventures are not permitted to participate, and each bidder may submit only one bid document.

The tender processing fee is INR 25,000, which amounts to INR 29,500 after adding 18% Goods and Services Tax; the bid security is INR 50,000, and the bid validity period is 180 days. SECI plans to hold a pre-bid meeting on September 18. The bid submission deadline is 14:00 on October 7. The technical and commercial bids are scheduled to be opened at 16:00 on October 8, and the financial bids will be notified separately after the technical and commercial evaluation is completed.

In its preliminary lease notice issued on August 25, SECI had already specified that the approximately 20 acres of agricultural land correspond to the two 5 MW agrivoltaic pilot projects at Issapur and Dhansa; after the formal RFP was issued on September 9, the land scale, lease term, site selection scope, qualification conditions, and bidding schedule entered the formal procurement stage.
