Russia Plans to Extend Diesel Export Ban Until End of October

en.Wedoany.com Reported - On September 16, the Russian government planned to extend the diesel export ban for fuel producers until October 31, 2026. The current restrictions were originally set to expire on September 30, and this proposal would extend them by another month; export restrictions for non-diesel producers have already been scheduled to continue until January 31, 2027.

Russia has previously adjusted diesel export restrictions multiple times. At the end of September 2025, the relevant measures were first implemented targeting traders and refineries with annual diesel output not exceeding 1 million tons; in July 2026, the scope of restrictions was expanded to all fuel producers, after which the deadline was successively extended to September 1 and September 30. Supplies under international intergovernmental agreements and government-approved humanitarian supplies are not subject to the relevant restrictions.

This extension covers the month of October. Russia's energy authorities stated that export restrictions will be adjusted based on domestic petroleum product market supply, production and inventory levels, as well as changes in demand. Once supply reaches a sufficient level and the market stabilizes, the current restrictions may be further adjusted. The Russian government has also previously required refineries to increase the load of operating units, compress current maintenance cycles, postpone some planned maintenance, and release previously accumulated fuel inventories into the domestic market.

Russia is simultaneously maintaining other refined product export restrictions. Among them, the gasoline export ban continues until January 31, 2027, and the aviation kerosene export restriction continues until November 30, 2026. For diesel, producers and non-producers are currently subject to different restriction deadlines, and the new deadline at the end of October corresponds to exports by producing enterprises.
