EIL Secures Over $450 Million Contract for 700,000 bpd Refining and Petrochemical Project in Kenya

en.Wedoany.com Reported - On September 22, Engineers India Limited (EIL), an Indian state-owned engineering consultancy, announced that it has signed a contract with Dangote Group to provide project management consultancy (PMC) and engineering, procurement, and construction management (EPCM) services for its proposed 700,000 bpd refining and petrochemical complex in Kenya, with a contract value exceeding $450 million. The project is a greenfield integrated refining and petrochemical facility, and EIL will participate in the full implementation process from engineering design and procurement coordination to construction management.

According to the project plan disclosed by EIL, the Kenyan complex is designed with a crude oil processing capacity of 700,000 bpd, positioned as a large-scale integrated refining and petrochemical project, and will be configured with a broader crude oil adaptability range. Upon completion, the project will produce refined petroleum products for supply to the East African market and international markets. With the signing of this PMC/EPCM contract, EIL has been formally introduced into the project's engineering execution system, and the project will subsequently enter a more detailed design, procurement, and construction organization phase.

The PMC work undertaken by EIL primarily covers overall project management, schedule control, cost control, quality management, and multi-contractor coordination; the EPCM scope covers engineering design, equipment and material procurement management, construction organization, and on-site implementation management. EIL has long adopted this model in refining and petrochemical projects, with its service scope spanning conceptual design, FEED, detailed engineering, procurement, construction, and pre-commissioning preparation.

The two parties have previously established long-term cooperation on the Dangote Refining and Petrochemical Complex in Nigeria. EIL previously provided PMC and EPCM services for the 650,000 bpd refinery and 830,000 tpa petrochemical units in the Lekki Free Zone, and is currently participating in the refinery's expansion project to 1.4 million bpd. The expansion also includes polypropylene capacity enhancement and a new Oleflex propylene unit.

EIL also has existing refining engineering experience in Kenya. The company's public project records show that it previously participated in the refinery upgrade project of Kenya Petroleum Refineries Limited in Mombasa. This 700,000 bpd greenfield refining and petrochemical project will become one of EIL's largest refining and petrochemical engineering consultancy and project management contracts in the East African market.
