en.Wedoany.com Reported - Recently, the Nuclear Power Safety Regulation Department of the Ministry of Ecology and Environment organized a workshop on the pilot work of risk-informed nuclear safety regulation, thoroughly reviewing the phased progress of the pilot and further clarifying the work positioning and objectives. Participants included the East China Nuclear and Radiation Safety Supervision Station of the Ministry of Ecology and Environment (hereinafter referred to as the East China Supervision Station), the South China Nuclear and Radiation Safety Supervision Station (hereinafter referred to as the South China Supervision Station), the Northeast Nuclear and Radiation Safety Supervision Station (hereinafter referred to as the Northeast Supervision Station), the Nuclear and Radiation Safety Center, China General Nuclear Power Group Co., Ltd., Daya Bay Nuclear Power Operations and Management Co., Ltd., and Suzhou Nuclear Power Research Institute Co., Ltd.

The East China Supervision Station reported on its risk-informed supervision practice based on the Qinshan Nuclear Power Base, following the main line of "learning and using → promoting and applying → iterating and optimizing tools → broadening supervision application scenarios," and introduced the progress in promoting the improvement of risk-informed related software tools at various plants of the Qinshan Nuclear Power Base and establishing a Significance Determination Process (SDP) case library. The South China Supervision Station reported on its supervision framework oriented by risk assessment, centered on precise measures, and supported by digital and intelligent empowerment, as well as the establishment of a full-chain closed-loop working mechanism of "problem discovery → assessment and grading → regulatory response → closed-loop management." The Northeast Supervision Station introduced the progress of applying digital tools to carry out risk-informed supervision. The Nuclear and Radiation Safety Center reported on the development work plan for the risk-informed nuclear safety supervision system during the "15th Five-Year Plan" period, the full-scope SDP management procedure, and the software platform, among other related matters. Participating units conducted in-depth exchanges.

The meeting pointed out that the relevant regional supervision stations took proactive actions and coordinated with nuclear power plant operating units, achieving good results in the pilot work, laying a solid foundation for subsequent application by regional supervision stations in various regions, and effectively enhancing confidence in advancing risk-informed regulation work.

The meeting emphasized that risk-informed technology provides a systematic methodology for identifying reactor safety risks and is an important component of the modern nuclear safety regulatory system. All units should consolidate the technical foundation of risk-informed approaches, utilize continuously enriched domestic equipment reliability data to further examine the safety impact of risk-informed improvement projects; fully apply risk-informed supervision tools to focus on and control real risks by improving models and tightening thresholds; and actively promote the management of issues identified through risk-informed supervision, strengthening effective rectification through management reviews.
