en.Wedoany.com Reported - On October 21, Russian Deputy Prime Minister Alexander Novak stated that Russia plans to dispatch the first tanker carrying diesel to the United States on October 22, with an initial cargo of 40,000 tons. This shipment is the first planned delivery following the diesel supply arrangement reached between Russia and the United States, and the relevant supply documents are being processed. Novak said that Russia will also arrange subsequent cargoes to meet the needs of the U.S. market, but did not disclose the loading port, destination port, or specific trading companies for the first cargo.

Russia lifted its previously imposed diesel export ban on October 9. The restrictive measure had originally been introduced to address domestic fuel supply shortages, as some Russian refineries had experienced limited production capacity following Ukrainian drone attacks. After the ban was lifted, Russia has resumed diesel shipments to markets including Turkey and Brazil, with relevant tankers beginning to load refined products from Russian ports.

According to the supply arrangement previously announced by Trump, Russia plans to first export 300,000 tons of diesel, followed by 500,000 tons in November, and then arrange a further 1 million tons of subsequent exports. These volumes are part of the phased supply arrangement announced by the Russian and U.S. sides and do not equate to the actual quantities already exported.

On October 21, during a meeting with U.S. Special Envoy Steve Witkoff in St. Petersburg, Russian President Vladimir Putin stated that Russia is preparing multiple diesel transport vessels, which will be dispatched successively, and that the financial arrangements for the supply still need to be finalized. Putin also said that Russia has the capacity to supply large quantities of fertilizer to the U.S. market.
