en.Wedoany.com Reported - On October 23, the U.S. Department of Energy approved an emergency allocation of up to 400,000 barrels of crude oil from the Strategic Petroleum Reserve to Phillips 66's Lake Charles refinery in Louisiana to address a temporary disruption in the refinery's crude oil supply. The Lake Charles refinery has a daily processing capacity of approximately 264,000 barrels. The allocation uses a crude oil exchange mechanism, under which the company borrows crude oil from the strategic reserve to maintain feedstock supply for the refining facility.

According to the authorization arrangement by the U.S. Department of Energy on October 23, the crude oil will be withdrawn from the West Hackberry Strategic Petroleum Reserve site and delivered immediately. The exchange agreement requires the borrowing company to return all the crude oil at a later date while additionally returning a certain quantity of crude oil, thereby increasing the scale of replenishment to the strategic reserve. The recipient of this supply is the Lake Charles refinery, whose production of gasoline, diesel, and other transportation fuels supplies Louisiana and surrounding markets.

Phillips 66 has confirmed the arrangement to receive the aforementioned strategic reserve crude oil and expects that operations at the Lake Charles refinery will not be affected. This emergency allocation addresses a temporary supply disruption in the refinery's crude oil delivery chain. The authorized volume is a maximum of 400,000 barrels, with actual deliveries implemented according to the exchange arrangement.
