The project adopts a hub-and-spoke operating model, providing services such as product design, development, and brand building for leather goods manufacturers and artisans.

The center is planned under the initiative of the Telangana state government, with the Telangana Leather Industry Promotion Corporation (TGLIPC) participating in the construction of related industrial facilities. The center will provide centralized support for leather goods design, product development, and marketing promotion, serving local small and medium-sized leather goods enterprises and artisan producers, and offering industry services to young entrepreneurs.

The same meeting also confirmed the advancement of an environmentally friendly leather tanning factory in Rukmapur, Choppadandi area, Karimnagar district. The local government plans to equip the tanning facility in accordance with international standards, with an expected creation of approximately 1,000 jobs. Standardized factory complexes in Jamikunta and Almur in the Huzurabad area were also included in the industrial facility construction arrangements, with plans to build production spaces ready for direct enterprise use through India's Micro and Small Enterprises Cluster Development Programme.

The meeting required relevant departments to conduct on-site inspections of land previously allocated to leather industry development institutions, verify the current land use status, and submit reports to provide a basis for the planning of related industrial facilities.
