Wedoany.com Report-Nov. 18, Spain has introduced a nationwide housing order for poultry in areas considered high risk for highly pathogenic avian influenza (HPAI), effective from 10 November 2025. The Ministry of Agriculture, Fisheries and Food in Madrid confirmed that while no commercial outbreaks have been reported, the measure aims to prevent virus spread amid increasing cases in Europe, particularly among wild birds, ongoing migratory movements, and colder temperatures.

The confinement order applies to most Spanish regions, including southern Andalusia, northern Galicia, and the Basque Country, as well as Madrid, the Canary Islands, and the Balearic Islands. The Ministry, coordinating with the Autonomous Communities, has activated all protective measures, including a ban on open-air poultry farming.

Where full confinement is not feasible, authorities may permit outdoor poultry under controlled conditions. In such cases, birds must be kept behind protective aviary fabrics or other barriers that prevent contact with wild birds. Feeding and watering must occur inside the facility or within a sheltered area that blocks access to free-range food and water, minimizing the risk of viral transmission.

In regions outside the high-risk zones, the Ministry emphasizes the importance of strict biosecurity practices. Farmers are urged to prevent contact between domestic poultry and wild birds, maintain robust passive surveillance, and report any suspected signs of disease to official veterinary services immediately.

These measures are part of Spain’s proactive approach to safeguard poultry health, reduce the potential impact on production, and prevent wider regional outbreaks. By enforcing housing, biosecurity, and surveillance, authorities aim to protect both commercial and backyard poultry sectors while minimizing economic disruption.

The Ministry also encourages continued cooperation between farmers, veterinary services, and local authorities to ensure compliance and timely reporting. By combining confinement in high-risk areas with preventive measures elsewhere, Spain seeks to mitigate the spread of HPAI while maintaining preparedness for early detection and response.

This initiative follows broader European efforts to contain avian influenza during the migratory season and colder months, reflecting a coordinated regional strategy to protect poultry populations and ensure food security. Authorities stress that rapid implementation and adherence to guidelines are essential for effective disease control and minimizing the risk of outbreaks among domestic flocks.
