On December 20, the National Mine Safety Administration released the "Guidelines for Intelligent Construction of Metal and Non-Metal Mines (2025 Edition)" (hereinafter referred to as the "Guidelines"). This is China's first guidelines specifically targeting the intelligent construction of metal and non-metal mines, filling the current gap in the top-level design for intelligence in the metal and non-metal mining sector.
The "Guidelines" aim to scientifically and standardly guide metal and non-metal mines in carrying out intelligent construction. Closely aligned with the overall goals of "reducing personnel, enhancing safety, and improving efficiency," the document proposes an overall architecture for mine intelligent construction for two major scenarios: open-pit and underground metal and non-metal mines, respectively. It specifies construction objectives and functional requirements by system, covering ten major business systems including information infrastructure, geological assurance, mining design and production planning, mining (stripping) operations, transportation operations, auxiliary production systems, safety monitoring, and integrated management and control platforms. By using functional and effectiveness-oriented descriptions, the "Guidelines" guide mines to explore practical and effective construction models through "one mine, one policy," which holds significant driving importance for building a systematic, comprehensive, and technologically advanced intelligent mine system.
The National Mine Safety Administration also put forward six requirements for provincial mine safety supervision and inspection departments to effectively utilize the "Guidelines" and advance mine intelligent construction work. These requirements include adhering to seeking truth from facts, adhering to classification and grading, adhering to focusing on key points, adhering to innovation-driven development, adhering to consolidating responsibilities, and adhering to policy guidance. This provides scientific guidance for promoting mine intelligent construction in a scientific, standardized, and orderly manner.
