Project Title: Construction of Student Residences and University Restaurant in Saint-Nazaire Nature of the Contracting Authority: Public Institution (Housing and Collective Facilities) Project Location: Saint-Nazaire, Loire-Atlantique (FRG01), France, located between the existing Heinlex gymnasium and Avenue George Charpak, on plots Do959p and Do962p. Type of Tender: Open Tender (Non-Accelerated Procedure) Procurement Category: Works Main CPV Code: 45212410 – Accommodation building construction work Project Scale: Phase 1: Construction of a university restaurant with a capacity for over 300 people, equipped with a production kitchen capable of producing approximately 1,400 meals per day. Phase 2: Construction of a student residence comprising 107 housing units. Additional Services: This contract includes social integration services, requiring professional integration support for disadvantaged groups (specific requirements detailed in the Appendix to the General Administrative Clauses). Contract Duration: Estimated start date July 2, 2026, duration 18 months (applicable to all lots). Division into Lots: The project is divided into 16 independent lots (Lot 01 to Lot 16). Tenderers may bid for a maximum of all 16 lots and may be awarded a maximum of all 16 lots. Lot Content: Lot 01: Macro Lot (Roads & Integrated Networks / Main Structure / Timber Structure / Metal Structure / External Cladding / External Finishes / Roofing Works) Roads & Integrated Networks: Includes site leveling, earthworks, external water supply and drainage networks, rainwater collection systems, fire-fighting loop and pedestrian path installation, and connection to municipal networks. Main Structure: Reinforced concrete frame structure (partially steel), including pile or raft foundations, waterproof basement slab, main load-bearing structure, stairs, and provision for service shafts and elevator shafts. Timber Structure: Decorative timber beams, grilles, canopies, and roof truss systems in common areas. Timber treatment for rot and fire resistance, complying with Eurocode 5. Metal Structure: Canopy steel frames, skylight steel purlins, connecting corridor steel platforms, external stairs, and emergency steel ladders. Surface treatment: hot-dip galvanized or zinc-rich primer + fireproof coating. External Cladding: Fiber cement boards, aluminum composite panels, or composite wood cladding systems, including support framework, insulation, weatherproof/breathable membrane, joint sealing, and decorative trims. External Finishes: Stone-like coatings, textured paints, render systems, or thin brick facing systems, including substrate preparation, reinforcing mesh, primer, main coat, and top coat. Roofing Works: Flat roofs (green roofs or accessible roofs) and pitched roofs (clay or metal tiles), including vapor barrier, insulation, waterproofing membrane (PVC/TPO), drainage system, lightning conductor embedment, and maintenance facilities. Lot 02: Waterproofing Works Below-Grade Waterproofing: Self-adhesive or pre-applied waterproofing membranes for slabs and walls, detailing around penetrations, and pre-embedded waterstop plates at construction joints. Roof Waterproofing: Polymer membranes or polyurethane coatings, with reinforcement at internal/external corners, and sealing around roof drains and equipment bases. Internal Waterproofing: Polymer cement waterproofing coatings for bathroom, kitchen, and laundry room floors, extending at least 250mm up walls, 1800mm in shower areas. Watertightness test for over 24 hours. Lot 03: External Doors & Windows Window Systems: Thermal break aluminum or PVC-U profiles, thermal break (PA66+glass fiber), triple-glazed insulating glass unit (5+12A+5+12A+5), warm edge technology, Uw ≤ 1.2 W/(m²·K), air permeability Class 8, watertightness Class 6, wind resistance Class C5. Door Systems: Steel fire-rated doors for main entrances and equipment rooms, aluminum floor spring doors for common corridors, all equipped with door closers, sequential closers, and electromagnetic hold-open devices. Shading Systems: External roller blinds or wing-type louvers, motor-driven, integrated with the Building Management System (BMS). Lot 04: Hardware & Locks Door Locks: Electronic keypad locks (with emergency mechanical override) for apartment entrance doors, quiet magnetic locks for interior doors, emergency release devices for bathroom doors. Door Closers: Hydraulic concealed or surface-mounted closers, adjustable closing force, compliant with NF EN 1154. Hardware: Stainless steel heavy-duty hinges (load capacity ≥80kg/pair), aluminum or nylon handles with antibacterial coating. Lot 05: Interior Joinery Interior Doors: Solid wood composite flush or panel doors, filled with honeycomb paper or door core slabs, finished with melamine or wood veneer, with quiet locks. Lot 07: Floor Finishes Resilient Flooring: Homogeneous PVC sheet, wear class T, slip resistance R10, heat-welded seams, for common corridors and activity rooms. Tile Flooring: Ceramic floor tiles (water absorption ≤0.5%), slip resistance R11~R12, for lobbies, pantries, bathrooms, using two-component epoxy grout. Hard Flooring: Engineered wood flooring (common lounge areas), wear layer ≥4mm, UV-cured finish, floating installation. Lot 08: Resinous Flooring Epoxy Self-Leveling: Thickness 2~3mm, gloss ≥70, solvent-free, compressive strength ≥80 MPa, for student apartment common kitchens and preparation areas. Polyurethane Cement: Thickness 3~5mm, chemical and high-temperature washdown resistant, for university restaurant back-of-house, dishwashing, and preparation areas. Static-Dissipative Resinous Flooring: Electrical resistance 10⁶~10⁹ Ω, for server rooms and network control rooms. Lot 09: Painting Works Interior Wall Paint: Premium emulsion paint, scrub resistance ≥5000 cycles, VOC content ≤1 g/L, compliant with French A+ standard, color scheme designed for common and residential zones. Ceiling Paint: White matt emulsion paint, light reflectance value ≥0.8, low glare, with access panels in concealed service areas. Special Areas: Anti-mold, antibacterial paint for bathrooms and cleaning rooms, antibacterial rate ≥99.9%. Lot 10: Prefabricated Toilet Cubicles Cubicle Type: High-density polyethylene or solid phenolic panels, thickness 12~18mm, impact and scratch resistant, easy to clean. Hardware: Stainless steel or nylon, including locks, hinges, handles, hooks, and floor supports. Installation Requirements: Dry construction, fully bolted, raised 100~150mm from floor for ventilation and moisture prevention, compliant with accessibility standards. Lot 11: Heating / Ventilation / Plumbing / Air Conditioning Heating System: Central gas-fired hot water boiler + underfloor heating (apartments) or fan coil units (common areas), individual room temperature control, heat metering. Ventilation System: Dual-flow mechanical ventilation (VMC double flux), total heat recovery efficiency ≥85%, independent kitchen exhaust system with grease filtration efficiency ≥95%. Smart Systems: Energy management platform (sub-metering for water, electricity, heat), networked apartment smart locks, automatic control for common area lighting. Lot 13: Elevators Equipment Type: Machine-room-less (MRL) elevators (residence building) and hydraulic service lifts (restaurant back-of-house). Capacity & Speed: Apartment elevators: capacity ≥1000kg, speed 1.0~1.6 m/s; service lift: capacity ≥1600kg. Finishing Standard: Car cabin: brushed stainless steel, LED lighting, handrail, Braille buttons, floor display and voice announcement, compliant with European EN 81-20/50 safety codes. Lot 14: Kitchen Equipment Production Kitchen: Gas ranges, combi-steamers, fryers, dishwashers, integrated hoods with grease filters, stainless steel work tables, refrigerated/freezer rooms. Serving Area: Heated food display counters, buffet warmers, beverage dispensers, ice makers, tray return lines. Exhaust System: Stainless steel hood + water wash system + electrostatic precipitator + activated carbon odor control, VFD fan control. Lot 15: Landscaping Works Softscape: Trees, shrubs, perennials, ground cover, prioritizing native species, water-efficient irrigation system. Hardscape: Permeable paving, timber decks, seating, bicycle shelters, waste sorting collection points. Roof Garden: Lightweight growing medium, root-resistant waterproofing layer, automatic drip irrigation, landscape lighting. Lot 16: Cleaning Works Initial Clean: Removal of construction debris, initial dust and dirt removal from floors, walls, ceilings, interior and exterior window cleaning. Final Clean: Bathroom disinfection, deep cleaning of kitchen grease, elevator cabin maintenance, carpet steam cleaning. Protection: Laying protective film in finished areas, fixing corner guards, final comprehensive cleaning before handover. Variant Bids: Variant bids are permitted.
