The project is being constructed and operated by Target Hospitality, which has secured multiple contracts totaling $132 million. Once completed, the camp is expected to accommodate over 1,000 workers, making it one of the largest temporary living facilities in the area.

According to relevant court documents, concerns have been raised about the conditions at the Dilley Center: the documents indicate that the food supply had hygiene issues, including the discovery of worms and mold. Additionally, some detained children with allergies and special dietary needs did not receive adequate care.
