The meeting summarized the achievements in prospecting work during the "14th Five-Year Plan" period, planned key tasks for the "15th Five-Year Plan," and promoted the effective implementation of the new round of the strategic action for prospecting breakthroughs across the province.

The meeting pointed out that during the "14th Five-Year Plan" period, Hebei Province adhered to planning guidance, policy support, technological empowerment, and collaborative efforts, successfully completing the prospecting targets and tasks. Over the past five years, the province focused on addressing weaknesses in prospecting, continuously improved institutional mechanisms, formulated and issued normative documents such as the work procedures for mining rights transfer, expanded sources of exploration blocks, and cumulatively transferred 21 blocks. It revised the management measures for geological exploration projects, established a full-chain closed-loop management mechanism, implemented a "double-blind" review model for project approval arguments, and enhanced the alignment of projects with prospecting breakthrough goals. At the same time, it continuously strengthened financial, technical, and talent support, newly discovered 4 medium to large mineral deposit sites, and identified 11 mineral deposit sites suitable for further exploration.

The meeting emphasized that the strategic action for prospecting breakthroughs is a long-term and strategic task. In the new round of this strategic action, Hebei Province will organize and carry out a prospecting campaign in key metallogenic belts and zones, focusing on core goals such as adding a batch of resource reserves, discovering and evaluating a batch of medium to large mineral deposit sites, proposing a batch of high-quality exploration block suggestions, and building a professional technical talent team, to effectively enhance the security capacity of energy and resource supply. To ensure the achievement of these goals, Hebei Province will establish a coordination and linkage mechanism involving central geological exploration units, provincial geological exploration units, local governments, and mining enterprises, integrating forces from all parties and leveraging their respective advantages to build a collaborative combat pattern of "national team - local team - enterprise team." All parties will take the campaign zones as basic units, share geological data and prospecting results, conduct periodic exchanges and discussions on key technical challenges, promptly summarize and promote mature experiences and practices, and promote the scientific planning and orderly implementation of the prospecting campaign.
