The venture aims to collaborate on the exploration and development of critical mineral resources in Brazil.

According to the agreement, the joint venture will focus on acquiring mineral rights, conducting geological exploration, and building modern mining and processing facilities. Rosatom stated that this move aims to deepen its long-term partnership with Brazil in the nuclear energy sector. The company has previously provided uranium enrichment and conversion services for Brazil's Angra nuclear power plant. The Brazilian partner, NBEPar, was established in 2024 with the mission of helping to build Brazil's domestic nuclear energy supply chain through partnerships.
This cooperation aligns closely with Brazil's national energy strategy. Brazil possesses approximately 210,000 tons of reasonably assured uranium resources, but its current domestic uranium production capacity falls far short of meeting its nuclear power development needs. To address this, Brazil's nuclear industry company launched the "Uranium Promotion Program" in 2024, supported by the National Bank for Economic and Social Development. The program aims to accelerate uranium resource development and expand nuclear fuel cycle capabilities to reduce external dependence.
By establishing the joint venture, Rosatom can expand its strategic presence in resource-rich regions, while Brazil has the opportunity to introduce international technology and capital, activate its domestic resource potential, and promote the autonomy and completeness of its nuclear energy industry chain.
