en.Wedoany.com Reported - The Fiber Broadband Association (FBA) announced three strategic initiatives at the Fiber Connect 2026 conference held in Orlando, Florida, from May 18-20: a nationwide partnership with Older Adults Technology Services (OATS) from AARP, a comprehensive update to the OpTIC Path fiber optic technician certification training system, and the official release of a technical white paper on HFC to FTTH migration for Multiple System Operators (MSOs).

The collaboration between FBA and AARP's OATS is positioned as a systematic, nationwide initiative that directly links fiber optic infrastructure investment with educational engagement programs for seniors, addressing the two long-separated aspects of digital equity: "access" and "usage." OATS operates its flagship program, Senior Planet, which has accumulated digital skills training experience for older adults at multiple locations across the U.S. Under the agreement framework, FBA member operators will connect senior centers, community centers, and libraries to fiber broadband at low or no cost, while simultaneously introducing the Senior Planet curriculum to help older adults integrate into the digital society safely and confidently.

The program adopts a tiered participation model, allowing sponsors to flexibly measure engagement based on their scale and community coverage, with support available for single or multiple locations. The project content covers four modules: digital literacy training, telehealth access education, online safety resources, and social connection opportunities. GFiber's system in Chandler, Arizona, serves as the program's first community demonstration site. John Sefton, Community Services Director for the City of Chandler, stated: "Technology should be a bridge, not a barrier. This partnership ensures every member of our community has the tools and confidence to thrive." Alex Glazebrook, Vice President of Business Operations at OATS, further noted: "The partnership with FBA is about more than just connectivity; it's about the opportunity, independence, and dignity that older adults gain."

At the conference, FBA also announced the latest milestones for the OpTIC Path fiber optic technician certification training program. The program utilizes a 144-hour standardized, scalable apprenticeship training model, currently covering over 20 states, with 8 more states in the process of joining. It boasts over 38 training partners and has graduated more than 1,550 students. FBA estimates the industry will need to fill an additional 180,000 fiber technician positions over the next decade, and OpTIC Path is designed as the core pipeline to bridge this workforce gap. To further accelerate workforce readiness, FBA has expanded its micro-credential course system to help employers upskill existing technicians and announced the launch of a new OpTIC Path Data Center Technician add-on module in Q3 2026, extending the fiber training system into the high-growth data center environment.

The third release is a technical white paper titled "Upgrading MSO Networks to FTTH: A Technical Perspective," authored by the FBA Technology Committee. It provides cable operators with a detailed framework for migrating from traditional HFC networks to all-fiber FTTH architectures. The white paper evaluates various deployment paths—including complete overbuilds, targeted deployments, and HFC/FTTP coexistence models—and compares the economics of different PON technology options and operational models. The white paper estimates that FTTP operational expenditures are approximately 50% lower than HFC, primarily because passive optical networks eliminate active outdoor equipment like nodes and amplifiers, while offering greater long-term scalability and lower maintenance intensity. John George, FBA Technology Committee Chair and Senior Director of Global Business Development at Lightera, noted: "As network demands continue to grow, this document highlights the technical paths available to MSOs as they modernize their infrastructure."

The release of this white paper comes at a time when the U.S. cable industry is showing clear divergences in upgrade strategies. Large operators like Comcast and Charter are still primarily betting on DOCSIS 4.0 technology to extend the lifecycle of their HFC networks, with Charter estimating its HFC upgrade costs at approximately $100 per household. FBA views fiber migration as a "strategic imperative" and seeks to demonstrate the cost advantages of all-fiber architectures in long-term competition through quantified economic models.
