en.Wedoany.com Reported - The Ministry of Natural Resources and Ecology of the Russian Federation and the Federal Agency for Subsoil Use (Rosnedra) issued an order on June 3, 2026, canceling the provision for issuing geological study licenses (GIN) for precious metals in placer deposits based on the declaration principle.

According to Order No. 322/17 dated May 29, the list of mineral types or areas where the right to use subsoil blocks for geological study is prohibited from being granted upon application has been expanded to include "precious metal mineral resources in placer deposits." Previously, this list already included solid minerals such as amber, nephrite, hard coal (except for land areas in the Arctic region of the Russian Federation), lignite, phosphate rock, and potassium salts.

This document will take effect on September 1, 2026, and amends Order No. 802/20 of the Ministry of Natural Resources of Russia and the Federal Agency for Subsoil Use dated October 28, 2021, "On Approval of the Procedure for Granting the Right to Use Subsoil Blocks for Geological Study, Including Mineral Exploration and Evaluation, for Subsoil Blocks Not Included in the List of Geological Study Subsoil Blocks" (excluding federal and regional subsoil blocks). This order previously allowed the provision of geological study blocks not included in the licensing list based on applications from potential mining users. At the same time, the validity period of this order has been adjusted, with the deadline moved forward from December 31, 2027, to August 31, 2027.

After the new order takes effect, mining users will still have the opportunity to apply for geological study of placer gold deposit blocks included in a special list approved by the Federal Agency for Subsoil Use of the Russian Federation. When multiple enterprises apply for the same block, a public electronic auction will be held.
