Muhibbah wins LNG terminal project in Malaysia

According to Muhibbah's announcement, the scope of work under the contract covers engineering, procurement, construction, and commissioning (EPCC), and is expected to be completed by July 1, 2028.

The RGT-3 terminal involved in this project is the concrete implementation following a recent terminal usage agreement signed between Petronas Gas, a subsidiary of Petronas, and Lumut Maritime Terminal, aimed at developing the country's first LNG import terminal based on a Floating Storage and Regasification Unit (FSRU). Petronas Gas has also signed a binding agreement with Integrax, a subsidiary of TNB Power Generation, to jointly develop the FSRU facility. The Heads of Agreement (HoA) is intended to establish formal cooperation between the two companies to jointly develop the third regasification terminal (RGT-3) in Lumut. Petronas Gas stated that after finalizing and signing the Shareholders' Agreement (SHA), the parties will establish a Special Purpose Vehicle (SPV) to advance the project.

The FSRU-based facility is designed with an LNG storage capacity of 170,000 cubic meters and a regasification output capacity of 500 million standard cubic feet per day (MMscfd). Petronas Gas indicated that the capacity of RGT-3 will be progressively off-taken by TNB Fuel Services, with full capacity utilization starting from 2030.

The RGT-3 terminal will include a Floating Storage and Regasification Unit (FSRU) to be provided by MISC, also under Petronas. Petronas Gas stated that the regasified LNG will be transported from the onshore facilities and berth facilities of RGT-3 to the onshore pipeline network via connecting pipelines. MISC recently ordered an FSRU from South Korean shipbuilder Samsung Heavy Industries, with an order value of 484.8 billion won (approximately US$329 million), and Samsung Heavy Industries plans to deliver the FSRU by February 2029.

Currently, Petronas operates the LNG offshore regasification terminal (RGTSU) in Sungai Udang, Malacca, and the onshore LNG regasification terminal (RGTP) in Pengerang, Johor.
