The plan adopts a holistic, comprehensive, and inclusive approach, covering key industries and sectors such as agriculture, industry, commerce, logistics, energy, education, healthcare, finance, banking, culture, and tourism, and extends to emerging fields including the data economy, artificial intelligence, the low-altitude economy, and the space economy.

Targets by 2030 include: the digital economy accounting for approximately 30% of GDP, supporting at least 500,000 small and medium-sized enterprises in digital transformation, establishing at least five data exchanges, 100% of the population aged 14 and above having electronic identity accounts, and providing basic digital skills training to at least 10 million working-age individuals.

The plan sets 27 national and sectoral indicators and deploys 115 key tasks and solutions, to be implemented synchronously by ministries and localities. Tasks cover areas such as perfecting institutional and legal frameworks, developing modern digital infrastructure, developing digital platforms and digital ecosystems, developing the data economy, promoting artificial intelligence applications, ensuring cybersecurity, developing digital human resources, fostering digital citizens, developing digital technology enterprises, innovating digital governance, and developing new markets based on data, technology, and innovation.

The Ministry of Science and Technology serves as the lead coordinating agency, responsible for overall implementation nationwide, ensuring coordination among ministries and local governments regarding digital infrastructure, digital data, digital platforms, and plans for the digital economy and digital society across various sectors and fields.

The release of this plan marks a significant shift from the foundational construction phase to a comprehensive development phase of the digital economy and digital society. Alongside the 2026-2030 Digital Government Development Plan, it helps complete the three pillars of national digital transformation—digital government, digital economy, and digital society—providing an overarching framework for ministries and localities to implement digital transformation tasks synchronously, promoting economic growth and enhancing national competitiveness.
