Deputy Minister of Energy Evgeny Grabchak stated at a roundtable on "Legislative Regulation of Hydropower in Russia" that without preliminary research, it is impossible to make decisions on hydropower plant parameters. To this end, the first stage should involve bidding or designating a company to conduct research, while the second stage compensates for all costs, with the investor offering the lowest bid responsible for project implementation and reimbursing the research expenses of the first-stage winner.

According to a presentation by Roman Berdnikov, a board member of RusHydro, priority projects include: the 840 MW Zagorskaya Pumped Storage Power Station Phase 2 (Zagorskaya GAES-2), the 345 MW Krapivinskaya Hydropower Plant (Krapivinskaya HPP), and the 1,200 MW Mokskaya Hydropower Plant (Mokskaya HPP).

"We need to finalize the list of priority projects and begin work. We propose to fix the construction projects for Krapivinskaya, Mokskaya, Ivanovskaya, and other hydropower plants, possibly through a government committee mechanism, approving investors to start construction, while the Russian government seeks financing sources," TASS quoted Evgeny Grabchak as saying. He believes this approach will help "eliminate uncertainty in the industry."

Roman Berdnikov opposed this. He argued that design and construction should be handled by the same company, as separate design followed by bidding would lead to wasted funds. "No company will build according to someone else's design," he said.

Vladimir Kolmogorov, head of En+ Group, stated that the company is already adopting a model where one company handles both design and construction, currently collaborating with RusHydro's subsidiary "Gidroproekt" on design. He noted that if the institute's capabilities are insufficient, foreign companies will be brought in.
