According to the Government's Decree No. 29/2026 and guidelines from the Ministry of Finance, the National Securities Commission has led the Vietnam Stock Exchange (VNX), Hanoi Stock Exchange (HNX), Vietnam Securities Depository and Clearing Corporation (VSDC), and other relevant units to jointly complete all operational conditions and promote the launch of the domestic carbon exchange.

As of now, conditions such as the legal framework, business procedures, technical infrastructure, and settlement systems are essentially in place, allowing the market to commence operations according to the planned roadmap.

From May to June 2026, relevant units conducted internal and full-market tests. The results showed that the registration, trading, depository, and settlement systems are stably connected and capable of meeting actual operational requirements.

The National Securities Commission has selected a settlement bank for the domestic carbon exchange, ensuring its financial, technical, and business capabilities meet the requirements.

Units under the Ministry of Finance have also organized multiple meetings, seminars, and training sessions to disseminate relevant legal regulations, business processes, and market operation mechanisms, helping participating entities prepare thoroughly.

The Ministry of Finance, in collaboration with the Ministry of Agriculture and Environment and relevant agencies, will hold the launch ceremony for the domestic carbon exchange on June 29.
