China's Junxin Environmental Advances Almaty Waste-to-Energy Project
en.Wedoany.com Reported - On August 19, the Almaty solid waste treatment and power generation project, invested by China's Hunan Junxin Environmental Protection Co., Ltd. in Kazakhstan, is undergoing pre-construction preparation for building and installation works. The project involves an investment of approximately 145 billion tenge, with a designed maximum daily waste processing capacity of 2,000 tons and a maximum power generation capacity of 60 megawatts.

The groundbreaking ceremony for the project was held on May 29, 2026. At that time, the Kazakh government stated that the project was planned to be completed and put into operation within two years. According to the design plan, once operational, the project is expected to reduce carbon dioxide emissions by approximately 200,000 tons annually and save about 800,000 cubic meters of landfill space. During the construction period, it is expected to provide at least 700 temporary jobs, and after operation, 120 long-term positions will be established.
The project investment agreement was signed in August 2025 between Junxin Environmental Protection (Almaty) Co., Ltd. and Kazakhstan's Ministry of Ecology and Natural Resources. In April 2026, the project company signed a waste supply and guarantee contract with the Almaty City Department of Ecology and Environment, securing the rights to invest, finance, design, construct, and operate the project.
Under the contract, the project's designed waste processing capacity is 2,000 tons per day, with a guaranteed minimum supply of non-recyclable residual waste of 1,600 tons per day. Once the project becomes operational, the contract will be valid for 25 years, with a waste processing service fee of 7,000 tenge per ton, excluding VAT. The project company will also be entitled to revenue from electricity, heat sales, and related income.
After meeting with Dai Daoguo, Chairman of Junxin Environmental Protection, Kazakh Prime Minister Bektenov instructed the Ministry of Ecology and Natural Resources and other government agencies to study follow-up cooperation matters and prepare for the signing of agreements on the construction of waste processing plants in several major cities within one month. The Kazakh side is currently studying project proposals for cities such as Karaganda, Atyrau, Aktobe, and Pavlodar, and the relevant agreements have not yet been finalized.
