Hanoi Signs MoU with Five Tech Enterprises to Develop Digital Government and AI City

en.Wedoany.com Reported - On June 26, the Hanoi People's Committee signed a Memorandum of Understanding (MoU) with five major Vietnamese technology enterprises, aiming to promote the development of digital government, digital economy, digital society, and digital citizens, making the capital a national center for science and technology, innovation and creativity, and digital transformation and artificial intelligence transformation.

According to the MoU, the cooperation content is specified into multiple key plans and projects, with a clear implementation roadmap. The agreement follows the spirit of Politburo Resolution No. 57, aiming to leverage the role of technology enterprises in the research, development, and application of "Make in Vietnam" strategic technologies.

A representative of the Hanoi People's Committee stated that signing with enterprises such as CMC Technology Group, Viettel, MobiFone, VNPT, and FPT Group aims to mobilize social resources to jointly promote comprehensive digital transformation and AI transformation for the 2026-2030 period. The parties will coordinate the implementation of solutions to help residents, individual business households, and small and medium-sized enterprises access digital platforms, digital services, and new technologies.

Nguyễn Trung Chính, Chairman of the Board of Directors and CEO of CMC Technology Group, stated that Hanoi is where CMC was founded and has developed for over thirty years, and the Group hopes to participate more deeply in government modernization, digital economy development, and AI city construction.

Under the agreement, Hanoi and CMC will research and develop centralized and hybrid digital technology parks, integrating data centers, cloud computing, AI, R&D centers, innovation and creative spaces, business incubators, research institutes, universities, and digital talent training systems. CMC plans to build this project into a new technology growth pole, attracting international enterprises, experts, and investors, gradually forming a large-scale AI-Cloud Computing-Data-Cybersecurity ecosystem in Hanoi.

The two sides will also research and develop an education and research complex in the fields of AI, semiconductors, and digital technology. Through CMC University, the Group will connect training, research, enterprises, and technology transfer. Projects in Thượng Cát and Hòa Lạc are expected to become the core of the capital's ecosystem for science and technology, innovation and creativity, and high-quality talent.

A highlight of the cooperation plan is the application of AI in urban management and public services. The two sides will research a city-wide unified AI camera ecosystem and AI video analysis platform, serving security and order, traffic management, urban management, and government operations. The Make in Vietnam AI camera solution aims to ensure data sovereignty, information security, and technological autonomy. This model is planned to be piloted in 5 to 10 communes and wards before being expanded.

CMC will also deploy virtual assistants for administrative public services on generative AI and AI agent platforms, combined with the C-AI legal system, to provide residents with 24/7 online public services. This tool also supports staff in querying documents, business processes, and utilizing data for work. The commune and ward model based on the C-Gov platform for digital transformation and AI transformation is expected to be piloted in 3 to 5 units in 2026.

In addition to AI infrastructure and platforms, the cooperation plan focuses on developing digital human resources. CMC will coordinate training for cadres and civil servants, and support small and medium-sized enterprises, individual business households, and residents in improving their ability to use AI, data, and technology platforms.

Within this framework, Lê Thanh Sơn, Vice President of EVP and Vice Chairman of the Management Board of the Hanoi Venture Capital Fund, participated in the signing of two MoUs between the Hanoi Department of Science and Technology, the Hanoi Venture Capital Fund, and international partners and universities regarding innovation and entrepreneurship promotion and Vietnam-Japan investment connection. CMC also signed a cooperation agreement with the Hanoi Innovation Center to support innovative enterprises in expanding markets, connecting with partners, and developing the technology startup ecosystem.

The cooperation plan will connect the government, enterprises, research institutes, universities, and technology experts to develop new solutions and promote the commercialization of research results. Cooperation with Japanese partners also brings opportunities in AI, semiconductors, green technology, new materials, and the fields of digital transformation and AI transformation.

Chairman Nguyễn Trung Chính stated that the difference in this cooperation plan lies in the concretization of goals into projects and an action roadmap between the government and enterprises. He said they expect the cooperation content to be quickly translated into specific action plans and projects. This is a pioneering approach that helps break through implementation bottlenecks while encouraging enterprises to invest in researching and developing Make in Vietnam technology products serving national development.

With its Make in Vietnam AI, cloud computing, data, and security ecosystem, CMC commits to working with Hanoi to build a digital government and develop the digital economy, digital society, and digital citizens. The 2026-2030 agreement lays the foundation for a development model based on data, AI, and innovation, contributing to the goal of building a "Cultured-Civilized-Modern-Happy" capital and making it a model for AI transformation in Vietnam.
