This project is the first global demonstration site for a smart factory jointly built by Guizhou Phosphate Group and Huawei, and is also the largest phosphorus chemical project under construction in Guizhou. With a total investment of approximately 22 billion yuan, the project commenced in January 2024 and plans to establish an integrated circular phosphorus chemical industry chain. It is expected to achieve an annual output value exceeding 34 billion yuan upon full completion by 2028. In December 2025, the project was selected as a typical case of digital transformation in Guizhou Province. Following this provincial-level smart factory recognition, it is accelerating toward the goal of becoming a "Lighthouse Factory" at Level 4 of intelligent manufacturing maturity.
A notable feature of the Wengfu Jiangshan project is the "simultaneous advancement of physical and digital factories." Zhang Tao, Deputy General Manager of Wengfu Group and Chairman of Wengfu Jiangshan, explained that this model can significantly reduce the costs of later-stage modifications, data integration, and system integration for enterprises. The project has completed digital twin construction for the entire park, including 7 units and 17 projects, enabling a "one-screen overview" of operations such as production, safety, energy consumption, and emergency response.
Leveraging Huawei's F5G all-optical network, smart campus, AI platform, and China Telecom's 5G private network, Guizhou Phosphate Group has integrated 30 application systems, consolidating 7 million business data entries across 14 major categories and 55 subcategories, 15,339 devices, and 160,000 pieces of group master data into a "data lake," reducing data usage costs by 50%. The F5G all-optical network is a high-speed fiber optic communication technology from Huawei, which can be understood as laying an "information superhighway" for the factory, enabling massive data to be transmitted quickly and stably. At the production level, through the integration of AI large models with Huawei's digital platform, the factory has achieved long-term prediction of the total cell voltage in the chlor-alkali unit. By optimizing the addition of sodium carbonate, it is expected to save over one million yuan in costs annually. In the safety domain, the project uses AI technology to identify 9 major hazard risks, establishing an intelligent safety management system covering violation identification, responsibility tracing, and training closed-loop processes.
In the first quarter of this year, products such as yellow phosphorus, caustic soda, and hydrogen peroxide from the project were steadily produced, achieving an output value of 293 million yuan, exceeding the target. The digitalization rate of key processes has surpassed 95%. Zhang Tao stated that Wengfu Jiangshan, based on Huawei's digital foundation, possesses a "pre-evolution" capability to access AI large models at any time, meaning the factory has reserved interfaces for continuous upgrades upon delivery, allowing for the future introduction of new AI capabilities.
The market size for chemical industry intelligence is expected to exceed 800 billion yuan, with a compound annual growth rate maintained above 18%. The vast chemical industry is at a critical juncture of intelligent transformation. However, there remains a significant gap between the generally high automation rate in the petrochemical industry and its relatively lagging data integration capabilities—the digitalization rate of key processes stands at 83.4%, while the digitalization penetration rate of supply chain management is only 38.5%. Unlike the "remedial" approach of building factories first and then digitizing, the Wengfu Jiangshan project, empowered by Huawei, starts from top-level design, allowing physical engineering and digital factories to evolve and grow simultaneously from the outset.
