Brazil's Conexis Launches Digital Plan Aiming to Boost GDP by 700 Billion Reais

en.Wedoany.com Reported - Conexis Brasil Digital has released a digital economy development plan targeting Brazilian presidential candidates, centered on three pillars: encouraging investment and enhancing legal security and economic sustainability in the sector, promoting a competitive digital ecosystem based on fair rules and reducing asymmetries among different economic agents, and policies for digital talent cultivation and digital sovereignty.

The organization's CEO, Marcos Ferrari, said in an interview with CDTV during the GSMA Digital Nation Summit held in São Paulo on June 30 that these proposals are divided into two directions: the enabling axis and the transformation axis. The enabling axis aims to change industry rules to simplify investment processes, while the transformation axis focuses on leveraging existing digital infrastructure to create value.

Conexis noted that the consolidation of Brazil's digital economy is expected to increase the country's GDP by 700 billion to 1.3 trillion reais. Specific proposals include implementing digital literacy programs, reducing regulatory asymmetries between telecom operators and large digital content providers, modernizing and simplifying regulations, and lowering tax burdens on telecommunications services and equipment through tax adjustments.

The proposals also include a recommendation to combat criminal activities affecting the country's digital infrastructure. Ferrari emphasized that Brazil is already connected, and the goal should be to transition to a digital Brazil, where cultivating relevant skills to enable people to use digital tools to enhance productivity is crucial.

To expand connectivity, especially for low-income populations, Conexis has proposed several measures, including establishing a connectivity subsidy program for families in socioeconomically vulnerable situations and creating a national digital skills training program focused on strategic areas for future work.

In terms of investment incentives, the industry calls for greater legal and regulatory security for spectrum auctions, encouraging network sharing among operators, formulating public policies to protect telecommunications infrastructure to combat organized crime and illegal markets, and expanding and strengthening the application of Fust (Telecommunications Services Fund) resources in the sector's public policies.

Regarding the integration of telecommunications into the digital ecosystem, the proposals suggest expanding the functions of the Ministry of Communications (Ministério das Comunicações) to operate as a digitalization ministry, serving as a centralized body for the digital agenda; simultaneously expanding the functions of the National Telecommunications Agency (Anatel), and promoting rule equality between telecom companies and other industry players.

The industry also proposes legally recognizing the distinction between business-to-business and consumer relationships, and ensuring legal security for free negotiation between operators and large digital platforms, particularly considering the massive data traffic generated by these platforms.
