Brazilian Chamber Committee Approves Proposal to Incentivize Digital Infrastructure

en.Wedoany.com Reported - The Science, Technology, and Innovation Committee of the Brazilian Chamber of Deputies (Comissão de Ciência, Tecnologia e Inovação da Câmara dos Deputados) has approved a proposal aimed at strengthening the country's digital sovereignty and expanding national technological infrastructure by incentivizing the development of data centers, cloud computing, and communication technology.

The approved text is a substitute version by rapporteur Deputy Eros Biondini (PL-MG) for Complementary Law Project 153/25, originally proposed by Deputy Paulo Guedes (PT-MG). This substitute version abandons the idea of imposing new taxes on internet systems, focusing instead on incentives for the development of related industries. Biondini argued that digital sovereignty should be built through incentives for national technology production, rather than through taxation.

The proposal's objectives include promoting technological autonomy, stimulating private investment in the connectivity sector, and expanding internet access in underserved areas. The document stipulates that the federal government may prioritize digital network expansion projects and enter into technical cooperation agreements with domestic and international institutions. In selecting technological solutions, priority will be given to products that ensure data storage within Brazilian territory and meet high cybersecurity standards. Implementation must adhere to principles such as free enterprise, free competition, personal data protection, and technological neutrality. The project also proposes establishing coordination forums among the government, productive sector, academia, and civil society to formulate digital governance strategies.

The proposal will next be reviewed by the Finance and Taxation Committee, and the Constitution, Justice, and Citizenship Committee, before being submitted for a plenary vote. To become law, the text must be approved by both the Chamber of Deputies and the Federal Senate.
