en.Wedoany.com Reported - The East African Community (EAC) has initiated a validation review of its cross-border data flow harmonization framework, aiming to advance regional digital economic integration. From June 23 to 27, 2026, the organization held a five-day workshop in Dar es Salaam, Tanzania, bringing together data protection experts from partner states to jointly assess the proposed cross-border data flow framework.

The framework seeks to establish unified standards for cross-border data transfers, enhance interoperability among national data protection systems, and improve collaboration between regulatory authorities. This initiative aims to facilitate the safe, lawful, and responsible movement of data within the region, while protecting privacy, building trust, and supporting digital trade. The framework design also considers reducing compliance costs for businesses operating across multiple jurisdictions and ensuring the security of citizens' personal data.

The East African Community noted that secure cross-border data flows are critical to regional integration, underpinning digital services such as mobile payments, e-commerce, telemedicine, online education, digital government platforms, and cross-border trade. However, differences in data protection laws and regulatory approaches among member states continue to pose barriers for micro, small, and medium-sized enterprises, which often struggle to comply with multiple regulatory regimes simultaneously.

Participating experts reviewed recommendations gathered from national consultations across all partner states and identified priorities for implementing the harmonized framework. Expected outcomes include agreement on common data governance principles, strengthened regional collaboration, and the development of an implementation roadmap. This initiative is part of the Eastern Africa Regional Digital Integration Project (EARDIP), supported by the World Bank, which aims to accelerate the formation of a single digital market in East Africa by harmonizing digital policies, building trusted digital infrastructure, and enhancing regional cooperation. Once finalized, the framework is expected to strengthen digital trade, foster innovation and investment, improve public services, and enable businesses and citizens to seamlessly access secure digital services within the East African Community.
