The four-storey car park has long been included as part of the town centre redevelopment plan, led by property developer Genr8 Kajima. Knowsley Council has submitted a planning application to itself to proceed with the demolition work.

Knowsley Metropolitan Borough is located in Merseyside, northwest England, approximately 8 miles east of Liverpool, and is a key part of the wider Liverpool City Region. Huyton town serves as the administrative centre of the borough. The Lathom Road multi-storey car park, built in the mid-to-late 20th century, was once a major public parking facility in the town centre. Additionally, the market that once operated on the ground floor of the car park has long since relocated, and adjacent commercial units have been vacant for years.

The demolition of the car park is part of a larger redevelopment plan for Huyton town centre. Genr8 Kajima is advancing a £200 million redevelopment scheme, which includes transforming the Cavendish Walk shopping centre into a community hub, constructing a new 91,000-square-foot council headquarters, and a 130-room hotel. The plan also proposes building up to 420 homes. The demolition application is being advised by Architectural Emporium as planning consultant for Knowsley Council.
