en.Wedoany.com Reported - Russia's National Payment Card System (НСПК, NSPK) is considering integrating the Central Bank's Commercial Smart Contract Platform (ПКСК) with payment instruments such as the "Mir" payment card and the Faster Payments System (СБП, SBP). Dmitry Dubynin, General Director and Chairman of the Board of NSPK, announced this at the Central Bank's Financial Conference.
Dubynin stated that the digital infrastructure for the payment market currently under construction should be developed as a unified ecosystem, with existing solutions also applicable to new services. In this context, the "Mir" payment system and SBP can serve as user payment methods, becoming part of the future commercial smart contract platform. NSPK supports this integration direction and emphasizes that the core aspect for users lies in the choice of payment methods—within the same scenario, users can decide whether to use the digital ruble, SBP, the "Mir" card, or other available tools, with all options being complementary.
NSPK noted that the smart contract platform could play a special role in the digital infrastructure, enabling interaction with government and commercial services. This model can create convenient and secure settlement solutions for various life scenarios, providing users with a simple and understandable experience even in complex transactions like real estate deals. From an infrastructure perspective, the integration model of smart contracts and payment systems largely relies on existing mechanisms, and the company is technically ready for implementation.
Dubynin also shared experiences in developing offline non-cash payments. Currently, the "Mir" payment system already supports offline scenarios, while SBP is developing offline solutions based on personal QR codes, allowing users to make payments even without mobile internet. However, existing mechanisms still require merchant terminals to be online. NSPK is working with market participants to explore complete offline solutions based on wearable devices and mobile applications (using NFC and Bluetooth technologies). Dubynin stated that non-cash payments can achieve maximum convenience only when fully offline payment scenarios are realized. He made these remarks at a sub-forum titled "Digital Ruble: A New Stage of Development," chaired by Zulfiya Kakhrumanova, Deputy Governor of the Central Bank of Russia.
