China's Ministry of Industry and Information Technology Establishes Quantum Information Standardization Technical Committee

en.Wedoany.com Reported - The Ministry of Industry and Information Technology (MIIT) announced on July 3 the establishment of the Quantum Information Standardization Technical Committee.

The committee, designated as MIIT/TC10, is primarily responsible for the formulation and revision of industry standards in areas such as basic commonality, quantum computing, quantum communication, and quantum precision measurement. The first committee consists of 62 members, with its secretariat located at the China Academy of Information and Communications Technology (CAICT).

According to the member list, the committee includes representatives from the quantum information industry, universities, and research institutions, including CAICT, Southern University of Science and Technology, China Electronics Standardization Institute, China Telecom Group Co., Ltd., China Mobile Communications Group Co., Ltd., China United Network Communications Group Co., Ltd., and China Information and Communication Technologies Group Co., Ltd.

The deputy directors of the research institutes of China's three major telecom operators are all on the list: Fu Zhiren, Deputy Director of China Telecom Research Institute; Duan Xiaodong, Deputy Director of China Mobile Research Institute; and Tang Xiongyan, Deputy Director of China Unicom Research Institute, ranking 8th, 9th, and 10th, respectively.

China Telecom has made the largest investment in the quantum information field, establishing China Telecom Quantum Group with a registered capital of 3 billion yuan, and strategically holding a controlling stake in QuantumCTek. It has carried out large-scale construction in 40 key cities across China, building a quantum security service network covering the entire country. The number of quantum communication users has exceeded 6.8 million, and it has also launched the "Tianyan-504," a superconducting quantum computer with the highest number of qubits in a single unit domestically.

China Mobile established a joint venture, Xintong Digital Intelligence Quantum Technology Co., Ltd., in November 2021, with CAS Quantum Network holding 51% and China Mobile holding 49%. Leveraging CAS Quantum Network's advantageous resources in the national wide-area quantum secure communication backbone network, the company focuses on the development and application promotion of quantum communication technology. Based on standard 4G/5G network calls, it uses quantum keys and symmetric cryptography to achieve end-to-end encryption protection, featuring "one call, one key" characteristics. It has been commercially deployed nationwide, targeting high-security-demand users such as party and government agencies, and state-owned enterprises.

China Unicom, as the "chain leader" of the network security industry chain, focuses on post-quantum cryptography and terminal security. In collaboration with Origin Quantum, it launched the market's first post-quantum secure phone, building a three-layer defense system. It has also released products like Quantum Secure Messenger and jointly published a post-quantum cryptography white paper, exploring large-scale application deployment in fields such as government affairs and energy.
