Located on 16.5 acres in Travis County, southeast of Austin, the campus is planned as a vertically integrated R&D and manufacturing base encompassing quantum computing, precision sensing, secure networking, and atomic clock timing. Land clearing and site preparation have already commenced.

The campus plan includes six specialized buildings arranged around a central walkway and reflecting pool. Among them,Quantum Hub will house fully operational quantum computer systems; The Fab is a full-scale chip manufacturing cleanroom targeting R&D and low-volume pilot production of qubit chips; Sensing and Networking Lab will focus on quantum sensing and secure networking equipment; Research Building serves as an open collaborative research space; Milliways functions as a public events and exhibition venue; and a separate headquarters office building is also planned. As designed, these facilities will shorten the physical distance from concept design to prototype validation, enabling teams to complete the primary technology loop within the campus.

This campus is not a spontaneous corporate commercial project but rather the physical embodiment of Texas' quantum strategy at the state level. Under Texas House Bill 4751, passed in 2025, Texas established the "Texas Quantum Initiative," explicitly creating a funding channel for quantum real estate acquisition, hardware deployment, and research hub development for the University of Texas System and private enterprises. Occam Foundry is the first full-chain quantum campus project under this legislative framework to publicly disclose its physical plan. The site is located in Travis County's advanced manufacturing corridor, approximately 15 minutes' drive from Austin-Bergstrom International Airport and about 25 minutes from downtown Austin, surrounded by semiconductor packaging, precision optics, and defense electronics supply chain resources.

In terms of project pace, earthworks have already mobilized, but the developer is still seeking a general contractor, indicating that the campus has not yet entered the main construction phase. Campus operators also revealed that preliminary discussions have been held with potential anchor tenants, quantum computing companies, and international research partners regarding occupancy, though no specific names or contract statuses were disclosed.

Matt Cimaglia, managing member of Texas Quantum Partners, stated in a release that the core challenges in quantum technology today lie more in engineering integration and cost structures than in fundamental scientific breakthroughs. The strategy is to create dense physical interaction among operating quantum systems, chip manufacturing environments, and application engineering teams within a single node, thereby accelerating the cycle from laboratory to customer delivery.
