The project plans a total investment of 49.5055 million yuan, with the construction site located within the existing plant area of Huanglong Biotechnology (Liaoning) Co., Ltd. in the Liaobin Economic Development Zone, Panjin City, Liaoning Province.

The project construction includes the renovation and addition of multiple production units and supporting facilities. Specifically, it involves converting the original 4,4-difluorodiphenylmethane and difluorobenzophenone production units into a 1,300-ton/year 2,4-difluorobenzophenone production unit; while adding a 1,500-ton/year difluoropyrazole acid production unit, a 1,200-ton/year fluxapyroxad production unit, an 800-ton/year pydiflumetofen production unit, and a 500-ton/year thifluzamide production unit.

The project also includes the construction of a supporting 2,000-ton/year methanol distillation recovery unit; renovation of the VOCs waste gas treatment unit with the addition of an adsorption and desorption unit; addition of 10 drying units and supporting facilities for product drying; and renovation of the solid waste warehouse, which will be converted into a Class A warehouse after renovation.
