en.Wedoany.com Reported - As the 9th typhoon of the year, "Bavi," approaches the eastern coast of China, China Mobile Ningbo Branch has deployed satellite-type super base stations, conventionally reinforced super base stations, and 15 emergency vehicles including large, medium, and small emergency communication vehicles, power supply vehicles, and shortwave communication vehicles, along with over 250 repair vehicles, more than 400 available emergency mobile generators, nearly 30 rubber boats, and over 40 water pumps. The company has also organized 118 support teams across the city, implementing a real-time network monitoring mechanism to dynamically track the operational status of the entire network.

Ningbo, with its dense water network, numerous mountain ponds and reservoirs, and prone urban waterlogging, finds traditional manual inspections and experience-based predictions inadequate. Leveraging digital and intelligent technologies, reliable communication networks, and practical experience, Ningbo Mobile has established a flood prevention and waterlogging monitoring system. At the monitoring level, intelligent rainfall stations collect and upload precipitation data 24/7, accurately capturing short-duration heavy rainfall; high-density waterlogging level stations closely monitor low-lying urban areas and plain rivers, tracking water depth and change rates in real time; intelligent water level telemetry devices focus on water level changes around mountain villages and water conservancy facilities, preventing risks such as dam overtopping, breaches, and mountain torrent impacts. Various terminals work together to overcome traditional limitations such as narrow monitoring ranges, data lag, and blind spots, achieving round-the-clock real-time monitoring of water and rainfall conditions.
In the transmission phase, Ningbo Mobile relies on its comprehensive 4G/5G network and BeiDou satellite communication to provide high-speed and stable transmission channels for telemetry terminals. All rainfall, water level, and video data are transmitted in real time to the smart flood management platform via a dedicated network, featuring low latency and strong anti-interference capabilities, ensuring uninterrupted data flow even in complex environments like typhoons and heavy rain. In the analysis and early warning phase, the smart flood management platform aggregates multi-dimensional data from meteorology, hydrology, and geology, using cloud computing and artificial intelligence to automatically compare historical and real-time information, predict flood trends and risk levels. With integrated sound, light, and electric early warning devices, it automatically triggers alarms and broadcasts once data exceeds thresholds, bridging the "last meter" of warning dissemination.
Meanwhile, Ningbo Mobile has activated its typhoon emergency response mechanism, conducting comprehensive inspections and reinforcements of core communication facilities such as base stations, optical cables, and towers, with a focus on strengthening equipment protection in coastal towns, mountain road sections, and low-lying areas, ensuring waterproofing, windproofing, and lightning protection. It has updated flood prevention plans and grid plans for all ten districts and counties, and conducted emergency drills for scenarios such as equipment room flooding, transmission loop failures, and emergency power generation. Ningbo Mobile has also collaborated with emergency management authorities to precisely push typhoon warning messages and safety tips to users, conveying information on the typhoon's path, wind and rain levels, and safety precautions.

Across all business halls in the city, Ningbo Mobile has simultaneously implemented flood and typhoon emergency responses, pre-positioning flood control materials such as sandbags, water barriers, and water pumps, and carrying out entrance heightening and sealing, as well as electrical line protection, for low-lying halls. To address potential urgent communication needs of customers during the typhoon, business halls have opened "convenient service green channels," providing services such as SIM card replacement, emergency activation, charging, and rest areas for rescue personnel, community volunteers, and affected residents.
Going forward, Ningbo Mobile will continue to track the path and changes of Typhoon "Bavi," strengthen flood prevention responsibilities, refine emergency response measures, and ensure urban communication security through ample material reserves, technical support, and emergency teams.
