Zambia's Attorney General, Mulilo Kabesha, stated at the launch ceremony that the paper-based contract management system is no longer sustainable because it causes delays, occupies significant storage space, and increases the risk of losing important legal documents. CTMIS will replace manual processes with secure electronic workflows, allowing ministries, local governments, and state-owned enterprises to submit contract documents directly to the Attorney General's office through an online portal. Kabesha said this will enable legal officers to track, review, annotate, and return contracts in a timely manner without the need for physical handling or courier services. The platform will help his office cope with the growing demand for legal reviews, noting that over 4,600 letters have been received since the beginning of 2025.

The launch of CTMIS is the latest initiative by Zambia to digitize public services and improve the efficiency of government operations through technology.
