According to the Shanghai Yangshan Border Inspection Station, since the first domestic "ship-to-ship" bonded LNG bunkering operation for international voyages was launched on March 15, 2022, Shanghai Port has completed a total of 355 such operations, with the cumulative bunkering volume exceeding 2 million cubic meters.
This cumulative volume milestone is generally consistent with the business data previously released by Shanghai Port. In April 2025, Shanghai International Port (Group) Co., Ltd. disclosed that since the first operation, Shanghai Port had completed over 174 bonded LNG bunkering operations, with a volume exceeding 1 million cubic meters. The total bunkering volume for 2024 was 462,000 cubic meters, a year-on-year increase of over 74.95%. Data released by the Shanghai Municipal Government in February 2026 showed that in 2025, Shanghai Port's bonded LNG bunkering volume further increased to 712,000 cubic meters, a year-on-year increase of 54%.
As of May 31, 2026, Shanghai Port had completed 334 LNG bunkering operations, with a cumulative volume of 1.9033 million cubic meters. Less than two months later, the cumulative number of operations increased to 355, with the bunkering volume exceeding 2 million cubic meters. The Ministry of Transport disclosed that Shanghai Port currently has three specialized bunkering vessels, and LNG bunkering has become a routine operational arrangement. In June, Shanghai International Port (Group) Energy Company planned to carry out 15 bunkering tasks, averaging approximately one every two days, with each "ship-to-ship" LNG bunkering operation taking an average of about 15 hours.
The scope of bonded LNG bunkering at Shanghai Port has gradually expanded from terminal berths to anchorages and other port areas. In April 2023, the "Hai Gang Wei Lai" completed the first domestic bonded LNG bunkering for international liner vessels at the Lvhuashan South Anchorage, at which time Shanghai Port had conducted 38 such operations. Subsequently, bunkering services covered all berths at Yangshan Port and extended to the Waigaoqiao port area. In March 2025, Shanghai International Port (Group) Energy Company completed the "first Yangtze River" bonded LNG simultaneous bunkering at the Waigaoqiao Haitong Terminal, further expanding Shanghai Port's bonded LNG business from the Yangshan port area to the Yangtze River estuary and related waters in the Yangtze River basin.
Currently, in addition to bonded LNG, Shanghai Port has also launched bunkering services for marine fuels such as green methanol and biofuel oil. The Ministry of Transport disclosed in June 2026 that Shanghai International Port (Group) Energy Company is building two new LNG bunkering vessels, and it is expected that by 2028, Shanghai Port's LNG bunkering capacity will reach the million-cubic-meter level. According to an implementation plan issued by the Ministry of Transport and nine other departments, by 2030, Shanghai will be initially established as an international shipping green fuel bunkering and trading center, with bonded LNG bunkering capacity exceeding the million-cubic-meter level, and bunkering capacity for methanol and biofuels reaching the million-ton level.
