en.Wedoany.com Reported - Peru's Ministry of Energy and Mines (MINEM) has published a draft Supreme Decree aimed at approving the technical regulation on Minimum Energy Performance Standards (MEPS) for lighting sources. The draft, approved through Ministerial Resolution No. 290-2026-MINEM/DM, will be open for public consultation for 90 calendar days, inviting input from the public, public institutions, the private sector, industry associations, academia, and experts. Comments may be submitted to the email address publicaciondgee@minem.gob.pe and will ultimately be evaluated by the Directorate General of Energy Efficiency and incorporated into the final version of the technical regulation.
The regulation aims to reduce electricity consumption, promote greenhouse gas emission reductions, and provide consumers with higher-quality and more efficient product assurances by driving high-performance lighting technologies into and retaining them within the Peruvian market. This marks Peru's first time setting minimum energy performance standards for lighting sources manufactured, imported, distributed, and sold in the domestic market, with the scope covering products such as incandescent lamps, fluorescent lamps, compact fluorescent lamps, LED lamps, linear LED lamps, and LED downlights for general lighting.
The draft incorporates technical requirements harmonized with international standards, defines conformity assessment procedures executed by certification bodies, and establishes supervision and inspection mechanisms to verify whether products meet the prescribed minimum energy performance levels. As part of the modernization of the conformity assessment process, the draft stipulates that conformity certificates must include a QR code, through which competent authorities and users can digitally verify the validity of the certificate, compliance with minimum energy performance standards, and the declared luminous efficacy value of each product.
The new requirements will be implemented in phases to allow manufacturers, importers, and distributors to adapt to the established standards, while simultaneously promoting technological innovation and enhancing the competitiveness of the efficient lighting market. This initiative, developed under Peru's Law No. 27345, the Law for the Promotion of Efficient Energy Use, forms part of efforts to strengthen national energy efficiency policies, aiming to optimize energy consumption and improve national competitiveness.
