China Launches NEV Promotional Campaigns in Rural Regions

Wedoany.com Report-Jun 4, China is stepping up efforts to promote the adoption of new energy vehicles (NEVs) in rural regions by improving the supporting environment and launching targeted promotional activities. A circular jointly issued by five government departments, including the Ministry of Industry and Information Technology (MIIT) and the Ministry of Commerce, outlines plans to focus these campaigns in counties where NEV ownership remains low but potential for growth is high.

The initiative includes a list of 124 NEV models—covering both electric and hybrid vehicles—that are considered well-suited for rural driving conditions, known for quality and strong user reputation. These models include vehicles from major manufacturers such as BYD, Geely, GAC Aion, and Xpeng, along with Tesla's Model 3 and Model Y.

As part of the campaign, selected counties will host exhibitions, test drive events, and promotional displays to raise awareness and interest among consumers. The initiative also involves a comprehensive push to enhance service infrastructure. NEV after-sales service providers, charging and battery swap companies, and financial service institutions are being integrated into the promotion strategy to ensure a better overall user experience.

Car manufacturers are encouraged to expand their offerings and tailor services to meet the specific needs of rural customers. This includes bundling promotional deals that cover car purchases, usage, and after-sales services, in an effort to make NEV ownership more convenient and cost-effective.

The campaign aims to unlock the potential of the countryside market, aligning with national goals to support green mobility and low-carbon development. Supporting infrastructure is also a key focus, as the government seeks to address barriers to adoption such as limited charging access and service coverage outside urban areas.

According to the China Association of Automobile Manufacturers, NEV production in the country reached nearly 4.43 million units from January to April 2025, reflecting a 48.3% year-on-year increase. NEV sales rose by 46.2% over the same period, totaling 4.3 million units. NEVs represented 42.7% of all new vehicle sales during this time.

Charging infrastructure across China has also seen rapid development. By the end of March 2025, the total number of charging facilities had reached approximately 13.75 million. This included around 3.9 million public charging points and 9.85 million private installations, helping to build a solid foundation for the continued growth of NEV usage.

The initiative reflects a coordinated national strategy to extend the benefits of clean energy transportation beyond urban centers, ensuring broader access to modern, efficient vehicles across China’s rural communities.
