The 24 low-orbit satellites for satellite internet were developed under the leadership of the Fifth Academy of China Aerospace Science and Technology Corporation. China Commercial Rocket Company, a subsidiary of CASC, served as the general contractor to provide launch services for the satellites.

The Long March 12 rocket was developed under the leadership of the Eighth Academy of CASC, adopting a "three-horizontal" test and launch model featuring horizontal assembly, horizontal testing, and horizontal transfer. It can perform launch missions to various orbits, with a low Earth orbit payload capacity of no less than 12 tons and a 700-kilometer sun-synchronous orbit payload capacity of no less than 6 tons.
This launch marks the 663rd mission of the Long March series carrier rockets.
