US Amtrak Advances Baltimore Tunnel Replacement Project, Scheduled for Completion in 2036

en.Wedoany.com Reported - Amtrak is advancing the Baltimore and Potomac Tunnel replacement project, with preliminary work already underway and plans to launch the first of two tunnel boring machines (TBMs) in 2028. The existing tunnel in Baltimore, 1.4 miles long and opened in 1873, has a speed limit of 30 mph and operates at full capacity. In March, the construction crew completed a 345-foot utility tunnel beneath the tracks, with one TBM having reached 50% completion.

The replacement project, officially named the Baltimore and Potomac Tunnel Replacement Program, includes the construction of two new shield tunnels for electrified Amtrak and Maryland Area Regional Commuter (MARC) services, as well as realignment of the Northeast Corridor track layout south of the tunnel. Utility relocation and replacement of the Mulberry Street railroad bridge are also within the project scope. Amtrak and the Federal Railroad Administration (FRA) spent more than a year evaluating design optimization options to reduce costs and improve constructability.

The total project value has not been disclosed, with participants including Amtrak, the FRA, MARC, and the tunnel contractor. The first TBM is scheduled to launch in 2028, with completion expected in 2036. Several similar rail infrastructure projects are also progressing globally: the UK's East West Rail project has been delayed due to the 2024 general election, train modifications, testing, driver training, and staffing arrangements; in March 2025, the management contract for Winslow station was awarded to Chiltern Railways, but subsequent contractual issues caused further delays; the World Bank approved a $930 million project in June 2025 for the extension and modernization of Iraq's railways. Data released by Precedence Research in 2025 shows that the global high-speed rail market is expected to reach $99.35 billion by 2034, with a compound annual growth rate (CAGR) of 6.35% from 2025 to 2034.

The project requires boring two new tunnels while maintaining Northeast Corridor operations. Utility relocation, track realignment, and the completion of the utility tunnel in March must all be completed sequentially before the launch of the first TBM in 2028. The new tunnels, built for electrified Amtrak and MARC services, will replace the existing tunnel with its 30 mph speed limit; the design speed has not been disclosed, but the target speed will be at least consistent with existing high-speed sections of the Northeast Corridor. Amtrak and the FRA have stated that design and schedule optimization measures have been identified to address cost pressures, but the total project value has not yet been announced, and there are currently no officially confirmed additional contingency costs or revised funding figures.
