Myanmar and Rosatom Advance 110MW Small Modular Reactor Project
en.Wedoany.com Reported - Leaders of Russia and Myanmar held talks on August 18, as the two sides continue to implement the intergovernmental agreement on building a Russian-designed small nuclear power plant in Myanmar. The initial phase of the project will have a capacity of 110MW, with the possibility of future expansion to 330MW. The latest progress focuses on the implementation of existing agreements, with no new capacity figures or construction schedules announced.

Russia's state nuclear energy corporation Rosatom and Myanmar's Ministry of Science and Technology signed an intergovernmental agreement on the project in March 2025, confirming the construction of an onshore small modular reactor power plant and defining the project implementation conditions and key areas of bilateral cooperation. Documents signed at the same time also cover nuclear and radiation safety, providing a cooperation framework for the subsequent development of the regulatory system.
The project employs Russian water-cooled, water-moderated reactor technology, with 110MW as the initial configuration and 330MW representing the future expansion scale. Following the intergovernmental agreement on peaceful uses of nuclear energy signed in 2023, the two sides have progressively advanced national nuclear infrastructure planning, personnel training, regulatory capacity building, and public communication. In September 2025, the relevant authorities of both countries reassessed the project implementation progress.
In early August this year, the Myanmar government included nuclear power in its energy development priorities, and further confirmed its commitment to advancing the small modular reactor project during the latest talks. The documents released at this stage do not specify the site location, financing structure, licensing milestones, or construction start date, and the project remains in the phase of implementing the intergovernmental agreement and building nuclear infrastructure capacity.
