Prior to the signing, Liu Mingsheng, Secretary of the Party Leadership Group and Chairman of SPIC, held working talks with Dong Xin, Secretary of the Party Leadership Group and Chairman of China Unicom. Hao Liqian, Member of the Party Leadership Group and Vice President of China Unicom, and Wang Shaomin, Member of the Party Leadership Group and Vice President of SPIC, attended the meeting.

Dong Xin welcomed Liu Mingsheng and his delegation on behalf of China Unicom, and introduced the company's overall situation and key project plans. Liu Mingsheng expressed gratitude to China Unicom for its long-standing care and support for SPIC, and introduced SPIC's basic profile and development strategy for the "15th Five-Year Plan" period. The two sides conducted exchanges on further deepening cooperation, guided by the spirit of the keynote speech delivered by General Secretary Xi Jinping at the opening ceremony of the 2026 World Artificial Intelligence Conference and the High-Level Meeting on Global AI Governance, and building on the new starting point of the opening of the "15th Five-Year Plan." Both parties stated that SPIC and China Unicom have maintained a long-term, sound cooperative relationship with remarkable results. Taking the signing of this strategic cooperation agreement as an opportunity, the two sides will leverage their respective strengths to engage in pragmatic cooperation in areas such as computing-power-electricity synergy, artificial intelligence, basic communications, and computing power services, jointly promoting the high-quality development of China's computing power industry and contributing greater strength to safeguarding national energy security and advancing Chinese modernization.

Witnessed by Dong Xin and Liu Mingsheng, Hao Liqian and Wang Shaomin signed the strategic cooperation agreement on behalf of both parties.

Officials in charge from China Unicom's General Office, Ecological Cooperation Department, Product Innovation and Marketing Department, Science and Technology Innovation Department, Computing and Network Construction & Development Department, and Institutional Industry Services Business Group; and Chen Yan, Deputy Chief Economist and Director of the Strategic Development Department of SPIC, along with relevant personnel from the General Office, Operations Department, Inner Mongolia Company, SPIC Digital Technology, China Power, and the Economics Research Institute, attended the event.
