Panama Canal Submits FY2027 Budget Proposal with Revenue of $5.555 Billion
en.Wedoany.com Reported - On September 1, the Panama Canal Authority submitted its FY2027 budget proposal to the Cabinet Council, projecting revenue of $5.555 billion and direct payments of $3.608 billion to the National Treasury. The budget is currently under review and will subsequently be submitted to the National Assembly of Panama for consideration.

The FY2027 budget is based on the transit of 10,750 oceangoing vessels and projects total annual traffic of 457.3 million CP/SUAB tons. The budget also assumes that the upcoming fiscal year may face tighter hydrological conditions, including the possibility of a strong El Niño event, and therefore the Canal will continue to implement water resource management and operational optimization measures.
Under the budget proposal, direct payments to the National Treasury in FY2027 amount to $3.608 billion, an increase of $414 million compared to the $3.194 billion approved in the FY2026 budget. An additional $329 million will be paid to the State in the form of income tax, social security, education insurance, and employer and employee contributions, with direct payments and other contributions totaling an estimated $3.937 billion.
The Canal's current toll structure will remain unchanged in FY2027, and the budget does not include toll adjustments for customers. However, the tonnage royalty charged per CP/SUAB net ton is proposed to increase from $1.00 to $1.75 per ton. The Panama Canal Authority stated that this adjustment will not increase the total amount received by the State, but rather changes the composition of payments, and does not constitute a toll increase.
The budget also allocates $341.3 million for new investments, including capital projects, contingency reserves, and special project development programs, with funds designated for asset replacement, operational procurement, and preliminary development of strategic projects. Among these, the Río Indio Lake project additionally plans to execute $82 million in investments during FY2027, initiating the first phase of resident relocation, compensation procedures, and tendering for project design and construction.
Other strategic projects advancing during the same period include the energy corridor, port terminals, and logistics corridor. By comparison, the Panama Canal's approved budget for FY2026 was $5.2072 billion, with direct payments to the National Treasury of $3.1938 billion.
