US Bureau of Land Management Proposes Streamlining Environmental Reviews for NPR-A Oil and Gas Development on September 4
en.Wedoany.com Reported - On September 4, the Bureau of Land Management (BLM), responding to a request from the Alaska Oil and Gas Association, proposed a draft rule to replace project-by-project environmental reviews for oil and gas production sites in the National Petroleum Reserve-Alaska (NPR-A) with a unified permitting framework, aiming to streamline the permitting process. The BLM website has published early chapter drafts of the proposed rule.

The draft establishes fixed timelines for permit approvals: the BLM must issue a final approval or conditional approval within 60 days of receiving a complete application, and this two-month decision period takes precedence over any other individual regulatory step that could delay the decision. Operators must commence construction within 4 years after receiving approval.
The proposed rule allows applicants to bypass project-level reviews under the National Environmental Policy Act (NEPA), but only for production sites that meet the following conditions: located within 25 miles of existing permanent oil and gas infrastructure, and outside designated "no surface occupancy" areas. The draft provides separate exceptions for necessary road or pipeline crossings explicitly permitted in the Integrated Activity Plan (IAP).
Alongside the draft rule, the BLM also released portions of the accompanying Environmental Impact Statement (EIS) currently being prepared. This EIS covers 120 environmental reviews conducted in NPR-A between 1998 and 2026, of which 10 are EISs for land-use planning and major infrastructure development proposals, and 110 are Environmental Assessments (EAs) of lesser rigor used to analyze smaller-scale local project applications.
BLM Director Steve Pearce stated in a press release that cumbersome paperwork should not hinder responsible development; leveraging over 20 years of accumulated environmental data, the BLM is replacing slow case-by-case reviews with a standardized process, maintaining high environmental standards while also providing operators with predictability in permitting.
The 23-million-acre NPR-A has recently seen renewed development interest. The March 2026 lease sale was the first since 2019, setting a record for highest revenue at $164.7 million, and also setting a record for the most tracts bid on at 187. This sale was also the first following the passage of the One Big Beautiful Bill Act, which reopened 82% of NPR-A for leasing.
In several previous lease sales, interest from major players was relatively subdued. In the March sale, Shell, in partnership with Repsol, made a significant return to this Arctic reserve with combined winning bids totaling $93.7 million; ExxonMobil and ConocoPhillips were also quite active.
The BLM stated that the proposed rule will be published in the Federal Register on September 8, with a 60-day public comment period running through November 9, 2026.
