Lightbridge Accelerates LTA Manufacturing Facility Construction at INL in August

The company has submitted an application to the U.S. Department of Energy seeking authorization and collaboration for test-scale fuel manufacturing capability through the Nuclear Energy Launch Pad program; if the application is approved and the company decides to proceed, construction of the test-scale facility could begin as early as 2027.

For the commercial-scale facility, Lightbridge issued a new task order to Amentum Technology in the second quarter of 2026 to conduct a feasibility study, candidate site screening, and conceptual design for a standalone LEFF, with results expected to be completed in early 2027. Lightbridge estimates this task will generate approximately $2.4 million in R&D expenditures. The planning objective of LEFF is to establish commercial-scale manufacturing capability for Lightbridge Fuel assemblies; the specific site, construction scale, construction costs, and final start date for the facility have not yet been determined.

Lightbridge previously studied co-locating its fuel facility with Oklo's proposed project, but because the two parties' activities are subject to different regulatory frameworks, the company is no longer pursuing a co-location approach with separate licensing regimes at Oklo's proposed Idaho Falls site. Lightbridge is now shifting to evaluating standalone fuel manufacturing facility sites, while retaining the possibility of future co-location with Oklo at locations where a coordinated licensing pathway could be adopted.

This facility planning is proceeding in parallel with Lightbridge's existing fuel R&D efforts. In April 2026, Lightbridge signed a new project task order with Battelle Energy Alliance, the operator of the U.S. Department of Energy's Idaho National Laboratory, to continue developing fuel manufacturing processes and producing co-extruded fuel rod components for future irradiation testing. This work is expected to cost approximately $4.6 million in total, with an execution period of about 36 months, covering process development, materials testing, and fuel rod component manufacturing.

As of the end of June 2026, Lightbridge had approximately $18.1 million in remaining funding commitments under its existing R&D agreement with Battelle Energy Alliance. The company held approximately $237.5 million in cash and cash equivalents during the same period, and generated approximately $44.4 million in net proceeds from the sale of approximately 3.8 million shares of common stock in the first half of 2026. The company has clearly stated that the design, licensing, and construction of either the test-scale facility or LEFF will require significant capital investment, and the specific financing scale and sources will depend on R&D progress, regulatory pathways, market conditions, and strategic partnership arrangements.
