Togo Plans 120MW Dual-Fuel Power Plant, Contractor Selection to Begin in Q4

en.Wedoany.com Reported - On August 31, Togo's Ministry of Energy and Mineral Resources issued an early market engagement notice for the Lomé 120MW dual-fuel thermal power plant project, planning to build a new 120MW modular dual-fuel power plant at the site of the existing Lomé Thermal Power Plant (CTL). The project will receive financial support from the World Bank, with the contractor selection process scheduled to commence in the fourth quarter of 2026. The Togolese government has scheduled a market engagement meeting for September 18, seeking technical and contractual input from contractors, EPC companies, and thermal power O&M firms with experience in turnkey construction of thermal power plants of comparable scale.

The proposed plant will adopt modular reciprocating dual-fuel engine units, primarily fueled by natural gas, with liquid fuel as backup. The proposed procurement scope covers design, equipment supply, installation, testing, and commissioning, as well as personnel training and maintenance services following provisional acceptance of the plant. Once completed, the units will be connected to Togo's 161kV transmission network; site preparation and environmental and social impact assessment will be undertaken by the project owner and are excluded from the proposed EPC contractor scope of work.

This market engagement is not a formal tender or prequalification. The Togolese government requires interested companies to register by September 14, and they may simultaneously submit written comments; the September 18 meeting will further present the project's technical requirements and contractual conditions. Based on this, the project team will assess market participation interest, key technical and contractual requirements, and potential implementation risks, which will be used in preparing subsequent procurement documents. The formal procurement process will be announced separately in accordance with World Bank procurement rules.

The project is part of the new dispatchable power capacity planning under Togo's National Energy Compact and the Mission 300 framework. Data released by Togo's Ministry of Energy shows that national peak electricity demand in the first quarter of 2026 was approximately 360MW, with an annual growth rate of about 10%. The 120MW plant capacity is equivalent to roughly one-third of the current peak load.

The project also aligns chronologically with Togo's ongoing regional natural gas infrastructure initiative. On July 16, Togo signed a new batch of financing agreements with the World Bank Group, under which the regional PRIME-GAS project secured $40 million in financing to promote natural gas and electricity market integration; PRIME-GAS covers Togo, Benin, and Côte d'Ivoire, and involves natural gas imports, infrastructure preparatory work, and regional market development.
