Oman launches consulting tender for 3GW solar IPP development, targeting commercial operation by 2030

en.Wedoany.com Reported - On September 3, Oman's Nama Power and Water Procurement Company (Nama PWP) launched a tender for legal consulting services for the Solar 2030 independent power project, covering three solar IPP projects of approximately 1GW each, with a combined planned capacity of about 3GW. All three projects are planned to connect to Oman's Main Interconnected System (MIS), targeting commercial operation in the second quarter of 2030.

The legal consulting tender is numbered OPWP/2026/037, with the scope of services covering the development of the three solar projects and the subsequent competitive procurement process, including providing legal support for project development to Nama PWP and participating in the subsequent developer selection and contractual framework arrangements. Tender documents are available for purchase from September 2 to September 10, with a bid submission deadline of October 18 at 12:00.

The Solar 2030 project had previously initiated procurement for technical, financial, and commercial consulting services. Nama PWP issued a tender for technical consultants on July 15, followed by procurement for financial and commercial consultants. With the launch of the legal consultant tender, project development now has three preliminary workstreams: technical consulting, financial and commercial consulting, and legal consulting.

Oman Electricity Transmission Company's (OETC) 2026–2030 transmission capacity plan also lists grid connection arrangements for four 1GW-class solar IPP projects. Among them, the Adam Solar IPP is planned to connect to the grid in 2028 and has already entered the developer prequalification stage since June this year; the three 1GW projects—Al-Kamil 2, Dhofar, and Mahadha—are planned to complete grid connection by 2030, with Al-Kamil 2 proposed to connect to the system via the planned Sadaf 400kV substation.

The 3GW projects covered by Nama PWP's current legal consulting tender are still in the development and competitive procurement preparation stage, and have not yet entered EPC, module, or major equipment procurement. According to the current schedule, following the selection of consultant firms, the projects will continue to advance development structure design, tender document preparation, and competitive procurement of developers, with the final target milestone for all three projects being commercial operation in the second quarter of 2030.
