Spain launches reallocation procedure for 937.1 MW of grid access capacity at the Mudéjar node
en.Wedoany.com Reported - On September 10, Spain's Ministry for Ecological Transition and the Demographic Challenge, through the Institute for a Just Transition, launched a procedure to reallocate 937.1 MW of grid access capacity at the 400 kV Mudéjar just transition node, targeting new renewable energy and storage projects. This capacity comes from the surplus access capacity released after adjustments to the originally awarded project; on September 9, Spain's Secretary of State for Energy approved the modification plan for the original project.

The 400 kV Mudéjar node originally had 1,202 MW of access capacity. The first just transition capacity competition, completed in 2022, was won by Enel Green Power España, but after completing the environmental impact assessment in February 2026, the project adjusted its construction plan in accordance with environmental conditions, ultimately retaining 265 MW of access capacity and thereby releasing 937.1 MW for reallocation. Spain's Secretary of State for Energy formally approved this project adjustment on September 9.
The draft of a new ministerial order is currently open for public consultation. The draft proposes allocating the 937.1 MW of capacity on a first-come, first-served basis according to the time of application submission, no longer following the comprehensive scoring ranking mechanism of the original competition; eligible applications will be processed in the order received, and capacity may be allocated to new projects that did not participate in the original competition. The consultation period runs from September 11 to September 22.
Applicant projects must simultaneously submit a regional socioeconomic plan. The draft requires that for each 1 MW of capacity applied for, the project commits to creating at least 1 full-time equivalent job, training 1 person for no less than 60 hours, configuring 2 kW of self-consumption capacity for local users, and investing no less than 10,000 euros in the local industrial chain in Teruel. These commitments must be secured by a dedicated guarantee of 120 euros per kilowatt of installed capacity.
On July 28, 2026, Spain's Council of Ministers designated renewable energy and storage projects that obtain access capacity through the just transition node capacity allocation procedure as "strategic energy facilities." Such projects are subject to priority administrative processing procedures, while environmental impact assessments and other statutory approval procedures are still retained.
This 937.1 MW of capacity had already entered the reallocation preparation stage in June, when the Spanish government proposed amending the original rules; this newly added node follows the formal approval on September 9 of the adjustment to the originally awarded project, and further publishes the draft of new allocation rules for the 937.1 MW of capacity, the application ranking mechanism, the socioeconomic commitment thresholds, and the September 22 consultation deadline.
