Poland IEO: PV project pipeline reaches 40.6 GW in August 2026

en.Wedoany.com Reported - Warsaw-based renewable energy research institute Instytut Energetyki Odnawialnej (IEO) identified 6,450 solar projects in Poland holding grid connection conditions in its August 2026 database update, with a combined capacity of 40.6 GW; in addition, 5,212 projects have obtained building permits.

The above data comes from IEO's Polish PV project database. Founded in 2001, the institute has published its database regularly since 2018, compiled on the basis of public grid connection data disclosed by Poland's four major distribution system operators — Enea Operator, Energa-Operator, PGE Dystrybucja and Tauron Dystrybucja — as well as transmission system operator PSE.

The August data cannot be directly compared with IEO's previous version released in December 2025. The previous edition counted 7,703 projects with valid grid connection conditions, with a total capacity of 33.4 GW. IEO said the latest version adopts a stricter methodology, filtering out projects deemed inactive or "dead" based on operator data, including grid connection conditions older than two years and grid connection agreements that have seen no further progress for more than four years.

Under this methodology, the number of projects fell from 7,703 to 6,450, but IEO stressed that this should not be interpreted as a market contraction. Over the same period, the combined capacity of the project pipeline increased by more than 7 GW, consistent with the trend reflected in the institute's earlier database versions: the number of projects obtaining grid connection conditions is declining while the corresponding capacity is rising. In the first three quarters of 2025, IEO recorded 936 new projects obtaining grid connection conditions, down from 1,271 in the same period of 2024, while the associated capacity continued to grow.

IEO said that if renewable energy auctions are announced in 2026 and later in 2027, the accumulated project pipeline could be utilized; however, as of the time of writing, Poland's Energy Regulatory Office (URE) has not yet published an official timetable. IEO also noted that the scale of the project pipeline means auctions may face more intense competition, which could in turn affect auction prices.

Similar trends have emerged elsewhere in Europe. Industry association SolarPower Europe said in its 2026 assessment that weakening policy support, grid constraints and insufficient flexibility and storage capacity are increasingly restricting solar deployment in the EU; the organization pointed to grid congestion, permitting delays, curtailment and falling prices as constraints on Europe's post-2022 solar buildout expansion.

Looking at historical data, Poland's project pipeline has grown steadily: the grid-connected PV project pipeline stood at 18 GW in 2023; IEO's own data shows that by the end of 2024, Poland's cumulative PV installed capacity exceeded 20 GW, reaching 21.8 GW in the first quarter of 2025. The institute also separately noted that increasing curtailment is becoming an increasingly serious constraint on the market, with large utility-scale projects still facing grid access bottlenecks.
