The tenderee is the Nanning Railway Engineering Construction Command of China Railway Nanning Group Co., Ltd. According to the announcement by Sanwei Co., Guangxi Sanwei will subsequently proceed with the formal contract signing in accordance with the tender document requirements. According to the bid result published on the Beijing Public Resources Trading Service Platform on September 14, the winning bidder for the E02 package is Guangxi Sanwei Railway Track Manufacturing Co., Ltd., with a bid price of 122,968,659 yuan.

This sleeper procurement corresponds to the Guizhou-Guangxi Railway Guangxi Section Double-Track Expansion Project. The project involves adding a second track along the existing Guizhou-Guangxi Railway from Luoman Station to K254+400 and from K258+330 to K306+343, and includes related works of the Liuzhou Railway Hub, with approximately 235.2 kilometers of second track added along the existing line. Among these, the section from Dongjiang to Dujie within Hechi is relocated to beneath the Hechi West Station Extra-Large Bridge of the Guiyang-Nanning High-Speed Railway, and a new conventional-speed train yard and 9.1 kilometers of double-track railway are constructed.

The project is constructed to the standards of a National Railway Grade I double-track railway. The designed speed for passenger trains on the added second track is 160 km/h, with electric traction, a traction mass of 4,000 tons, and an effective length of arrival-departure tracks of 880 meters. The entire line has 11 stations including Nandan and Luoman, among which Hechi West Station is a newly built station, and some existing stations as well as facilities such as the Liuzhou Rolling Stock Depot and Locomotive Depot will be renovated, expanded, and upgraded for capacity enhancement.

The total investment of the Guizhou-Guangxi Railway Guangxi Section Double-Track Expansion Project is approximately 21.54 billion yuan, with a construction period of 4 years. According to the project plan previously disclosed by the Guangxi ecological and environmental authorities, the main line length of the Guangxi section is approximately 235.619 kilometers, including 70 new bridges and 52 tunnels, and the renovation of existing traction power supply and other facilities. According to the announcement by Sanwei Co., the project investment estimate includes 20.43 billion yuan in static investment, 810 million yuan in construction-period loan interest, and 300 million yuan in locomotive purchase costs.

The project has entered the construction implementation stage. Previously publicly disclosed construction tender documents show that the construction drawing design documents for the section under the administration of Nanning Railway Bureau of the Guizhou-Guangxi Railway Double-Track Expansion Project are complete, and the construction entity is China Railway Nanning Group Co., Ltd. Since 2026, the bridge, culvert, tunnel, and post-station works along the line have been continuously advancing. After the award of this concrete sleeper package, Guangxi Sanwei still needs to complete the formal contract signing and enter the subsequent supply and performance stage in accordance with the contract terms.
