Siemens Mobility Awarded Turnkey Contract Worth Up to €1 Billion for Two High-Speed Rail Lines in Vietnam

en.Wedoany.com Reported - On September 22, Vietnam's VinSpeed High-Speed Railway Investment and Development Joint Stock Company signed turnkey contracts with Siemens Mobility for the Hanoi–Quang Ninh and Binh Thanh–Can Gio high-speed rail lines, with a contract value of up to €1 billion. Under the contracts, Siemens Mobility will supply 10 Velaro Novo high-speed trains for the two lines, as well as railway systems including communications and electrification, while VinSpeed will be responsible for project development, track construction, and civil works. The contracts build on the comprehensive strategic cooperation and technology transfer agreement signed by both parties in December 2025.

The Hanoi–Quang Ninh line is stated as 121 kilometers long with 4 stations in Siemens Mobility's contract announcement, while the Binh Thanh–Can Gio line is 54 kilometers long with 2 stations. The 10 Velaro Novo trains will be used across both lines. Siemens Mobility has not yet disclosed the specific allocation of trains between the two lines or a detailed delivery schedule, and the related systems will be implemented in phases.

The Velaro Novo is Siemens Mobility's next-generation distributed-power high-speed multiple unit, with a maximum operating speed of up to 350 km/h. The trains configured for the Vietnam project are each 200 meters long, consist of 7 cars, and have 760 seats. According to the technical solution published by Siemens Mobility, this model features a wide-body car and an "air tube" structural design, increasing passenger capacity by at least 10% compared with the previous generation.

The trains will also be equipped with an Automatic Train Operation (ATO) system integrated with the European Train Control System (ETCS) Level 2. According to the project solution published by Siemens Mobility, the system can automatically adjust train headways and automatically control speed, acceleration, and braking. Siemens Mobility states that the project is planned to achieve the world's first deployment of ETCS-based ATO technology on a national high-speed rail network.

The Hanoi–Quang Ninh high-speed railway broke ground on April 12, invested and built by VinSpeed, connecting Hanoi, Bac Ninh, Hai Phong, and Quang Ninh. The project route published by the Quang Ninh provincial government is approximately 120.2 kilometers long, built as a double-track electrified line with 1,435 mm standard gauge, with a maximum design speed of 350 km/h. The total project investment exceeds 147 trillion Vietnamese dong, equivalent to more than US$5.6 billion, excluding land acquisition costs, and construction is planned to be completed by the end of 2028. Siemens Mobility's announcement uses a scope of 121 kilometers and 4 stations for this line, which differs in statistical scope from the project data previously disclosed by the Vietnamese local government; the official text presents the respective scopes from each source separately.

The two parties signed a comprehensive strategic cooperation and framework agreement for high-speed rail in December 2025. These formal contracts further define the scope of equipment and systems to be supplied by Siemens Mobility in the two projects, including rolling stock, communications, and electrification systems; VinSpeed continues to undertake project investment and development, track, and civil works. The boundary of project responsibilities between the two parties has thus moved from the previous cooperation framework into the stage of specific engineering contracts.
