Toray Wins RO Membrane Order for Singapore's 50 Million Gallons per Day Reclaimed Water Project

The project is invested in and constructed by Singapore's national water agency PUB, with Sanli M&E Engineering responsible for design, procurement, and construction, and Toray's Singapore subsidiary Toray Asia responsible for RO membrane supply and technical support. The project has a designed treatment capacity of 50 million gallons per day and is scheduled to commence operation in 2028.

CNF3 is located within the Changi Water Reclamation Plant and will receive reclaimed water from the plant after treatment, producing NEWater through advanced treatment processes including reverse osmosis and ultraviolet disinfection. PUB's early project plans show that the facility also includes a product water tank and auxiliary systems, with the plant building situated on the roof of the liquid treatment module at the Changi Water Reclamation Plant to reduce additional land occupation.

This order adopts Toray's low-fouling RO membranes developed for wastewater reuse applications. The membrane elements primarily handle advanced desalination and removal of dissolved pollutants. Toray has previously supplied water treatment membranes to multiple NEWater plants and seawater desalination plants in Singapore, and CNF3 continues to use its RO membrane products.

Sanli was awarded the CNF3 project contract in November 2025, with a contract value of approximately SGD 205 million. The company's project records show that this contract corresponds to the Changi NEWater Plant No. 3 construction project. This Toray RO membrane order is part of the project's core water treatment equipment procurement. Toray has not yet disclosed the order amount, the number of membrane elements, or specific supply batches.

Upon commissioning, CNF3 will replace the aging Bedok NEWater Factory and add 50 million gallons per day of reclaimed water production capacity. The project will continue to expand Singapore's industrial and commercial water supply capacity centered on high-grade reclaimed water.
