en.Wedoany.com Reported - On October 12, Kyrgyzstan's power enterprise OJSC Electric Power Plants issued a tender announcement for dredging equipment and supporting services under the Uch-Kurgan Hydropower Plant modernization project, planning to procure reservoir sediment removal equipment and sediment transport pipelines, and to carry out on-site trial dredging and operation and maintenance training. The project is financed by the Asian Development Bank and adopts a single-stage, single-envelope international competitive bidding procedure, with the bid submission deadline at 14:00 on November 25 (local time). This procurement belongs to Lot 1 of the hydropower plant renovation project.

The Uch-Kurgan Hydropower Plant is located in Shamaldy-Say, Kyrgyzstan, approximately 270 kilometers southwest of Bishkek. It was commissioned in 1962 and is the first plant in the Naryn River hydropower cascade. Long-term sediment accumulation at the reservoir bottom has caused the reservoir to lose part of its storage capacity. This tender will procure dredging equipment and supporting pipelines to transport the excavated sediment to a temporary storage site, and arrange trial dredging operations in an area near the dam.

In addition to equipment supply and transportation, the winning bidder must also train local staff at the hydropower plant so that they can master equipment operation and maintenance methods. The on-site trial dredging must comply with the project's initial environmental examination document requirements, and the implementation includes sediment removal, transport, and temporary storage. The procurement announcement does not list the specific models, quantities, pipeline lengths, or planned desilting volumes of the dredging equipment.

The tender is open to bidders from countries and regions that meet the Asian Development Bank's procurement eligibility requirements. Bidders must have successfully or substantially completed at least 3 similar contracts within the past three years, with each contract participation amount exceeding USD 2.4 million. Similarity of experience will be evaluated based on conditions such as project scale, nature of operations, technical complexity, and construction methods. This amount is a bid qualification threshold, not the budget for this procurement.

A pre-bid meeting is scheduled to be held at the hydropower plant site at 9:00 on November 11, along with an organized site visit. Bidders should apply in advance for permission to enter the site, and each bidding entity may arrange no more than 3 representatives. The English tender documents cost USD 200 and are available in paper and electronic versions. Bid documents must be accompanied by a bid security or a bid security declaration recognized in the tender documents, and bids will be opened immediately after the deadline.

This dredging equipment procurement package was previously announced on December 3, 2025, with a bid submission deadline of February 4, 2026 at that time. This round of announcement continues the equipment and service scope of Lot 1 and resets the bid deadline and site meeting date. The tendering entity has not yet explained in this announcement the specific reasons why the previous procurement procedure was not completed.
